Job Description

An Exciting Opportunity for ...

The PSC will manage and develop the systems and processes in program support constantly seeking to improve their overall performance and efficiency. This will be achieved by setting high standards and fostering a culture that rewards individual and group achievement amongst the Program Support Team that numbers between 25 to 30 staff. This post will report to Deputy Country Director (DCD) and will be a member of the 7 person Senior Management Team (SMT).

Administration and Operations
• Manage the daily office operations and administration activities
• Manage all vendor and service provider’s contracts in a timely manner
• Develop and oversee standard operating procedures for the day-to-day office activities
• Manage the relationship with the Government bureaucracy and all legal requirements

Human Resources Management
• Supervise, guide and mentor the performance of all staff that report to the PSC

Procurement Management
• Manage the procurement of non-health goods and services in an efficient and timely manner
• Assist the DCD in preparation of the budget, and overall Procurement Plan based on organization’s requirements

Information Technology
• Oversees the IT network administration and actively seek innovation in new software and hardware systems operation
• Manage mobile phones, landlines and all data systems

Travel and Fleet Management
• Manage the fleet and drivers
• Manage the constant travel needs of the organization inside and outside Myanmar
• Manage the numerous visitors to The Union both internal and external

Other
• Together with the DCD, update and implement The Union’s development strategy in all aspects of Program Support
• To represent the Union in National, sub-National and donor meetings according to the delegation by The Union Myanmar Office
• Travel to The Union’s work sites around the country to provide supervision and monitoring of all program support activities
• Assist in all strategic and program planning and any additional tasks to meet the organization’s requirement as agreed with the DCD and the Country Director (CD)
• Provide direct support for all internal and external audits

Job Requirements

Preferred Qualification and Experience
• Master Degree in business administration, public administration, or a relevant field
• Demonstrated knowledge of data management, and planning
• Demonstrated knowledge of operational and administrative aspects of a contract or proposal and the subsequent implementation
• Proven track record in Management
• Requires fluent English and Myanmar both oral and written

Desired Experience
• Work in effective planning, administration, procurement plans and direct supervision of a team
• At least five years of successful work in strategic development, business planning and operational management
• Human resources
• Work in not for profit NGOs, INGOs

Personal Capabilities and Qualities
• Ability to manage processes, data and maintain accurate records
• Proven ability to plan and organize work and meet deadlines
• Ability to multitask in an environment of changing priorities
• Ability to negotiate with representatives of The Union’s Program
• Excellent communication skills, both oral and written in English and in Myanmar
• Proficiency in Microsoft office applications (PowerPoint, Excel, Word), statistical applications (Epidata, SPSS) and other IT applications (Database Web based)
• No limitation on travel either local or international
• Good interpersonal skills, demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds
• Ability to work successfully as part of a team
• Ability to maintain confidentiality
