Based in Hakha, the Assistant General Manager will be in charge of assisting the Regional General Manager for the overall management of the Regional Office & Branches, especially for ensuring solid operating, social and financial performances, recruiting and developing the competencies needed to accomplish high performance standards and overseeing new operational systems and procedures.
Responsibilities:
Overall Management
• Support the General Manager in the supervision of the operations of the Regional office, including Finance, Operations, Administration, HR, IT.
• Support the Regional Managers for monitoring the achievement of the business plan targets and propose improvements to the Regional General Manager
• Assist the Regional General Manager in the effective supervisory control and management review of the Regional Branches
• Participates to the Executive Committee Meetings of the Regional Office
Strategic Planning and Business Development
In close collaboration with the Executive Committee members, support the development of annual and longer term plans and budgets, and submit to the General Manager for further consolidation with other TOMFI Regional Offices
• Assist the GM in overseeing the implementation of budgets and strategic plans, including oversight of fundraising
• Assist the GM in setting financial, social and operational performance targets for all key operating units
• Support the Regional and Branch managers in the elaboration of new financial products and new market expansion
• Support the Operations Manager for the TO’s expansion into new geographic areas
• Participate to Thitsar Ooyin’s national level meetings if requested by the Regional General Manager
Management Systems and Reporting
• Assist the Regional GM in overseeing the implementation of management systems (MIS, Risk management, financial management, operational management)
• Support the Regional Managers (Finance Manager, Operations Manager) in supervising the application of policies and procedures by the Branches
• Support the Training & Monitoring Officer in following up the PPI and SPI results and analysis
• Oversee the timely submission of monthly, quarterly and annual reports (operational and financial) for the regulatory institutions and local authorities
• Assist the GM in preparing reports for the TO governance bodies, donors, and other stakeholders
Human Resource Management
• Supervise the administration of the Human Resources of Chin region in close cooperation with the Admin & HR Officer
• Define and Oversee the implementation of annual performance management system
• Assist the General Manager in the development and implementation of effective HR policies and procedures for recruitment, training and talent development
Communications and External Stakeholder Relations
• Represent the General Manager in the regional meetings and workshops organized by Regional Government, Local Authorities, Regulatory Institutions (FRD, DICA), public departments, other development & private stakeholders
• Coordinate with the Regional & Branch Managers for organizing missions from donors, public institutions, other stakeholders
• Assist the General Manager in the development of TO communication strategy & materials and support the Regional & Branch teams for the display of TO communication materials
Job Requirements
• A bachelor degree; Master’s degree or greater in business or finance is desirable
• At least five years of experience in financial services, economic sector, organization management
• General knowledge of a wide range of micro banking products, including loans and savings
• Demonstrated experience in leading and building cohesive, high performing teams
• Strong analytical, interpersonal, communication and influencing skills
• Knowledge of standard compliance regulations, microfinance law, company law, employment and labor law, internal operational policies and procedures will be a plus
• Ability to delegate effectively amongst teams and show commitment to the long-term development of the company
• Commitment to the institution’s social mission and corporate values
• Good level in English is required
