Job Purpose
The Branch Manager (BM) is responsible for management of the branch budget and activities, as well as managing a team of credit officers, and is the main representative and primary point of contact of the branch with the head office, local authorities, local partners and client group representatives.

Job Duties & Responsibilities:

1. Implement the operational target plan including loan, staffing and budgeting.
2. Ensure that proper protocol is followed with regards to client identification and client servicing.
3. Ensure that all transactions (income and expenses) are properly reviewed, authorized and documented in accordance with internal control requirements.
4. Ensure disbursement of loans is done in strict accordance with internal control procedures.
5. Ensure proper and close follow up with clients after disbursement. This includes visiting clients’ homes and places of business.
6. Manage on-time collections, handle cash repayment, and follow up with late payments.
7. Ensure timely and accurate reporting (scheduled and ad hoc).
8. Recruit and retain credit officers who have good reputation in the local community.
9. Ensure that the team is fully and thoroughly trained in internal control systems, client identification and servicing.
10. Perform any other duties related to branch operations as assigned.
Management
• Responsible for all micro-finance operations and growth at the branch office, to ensure that branch. offices attain the targets set and achieve financial sufficiency.
• Recruit and maintain target number of clients, and continuously monitor the outstanding portfolio amount and the branch targets.
• Management of staff, properties, security, cash, portfolio and clients.
• Recruit, train, supervise, and recommend for termination if needed.
• Hold daily meetings and discuss daily plans with the credit officers.
• Set performance targets and conduct performance evaluations for Credit Officers along with senior management per established guidelines.
• Meet local authorities, organize, coordinate and conduct mass orientation meeting in new wards/village tracks to promote the company’s programs.
• Monitor how credit officers recruit new clients. This includes how they visit and screen clients, identify collection points, whether they adhere to loan appraisal processes and approving all loans disbursed in the branch.
• Ensure full repayment by clients and assist credit officers in handling delinquent loans and clients, and reporting infractions immediately.
• Conduct weekly monitoring visits at collection points to verify client numbers and cross-check against the credit officers registers.
• Ensure credit officers follow all policies and procedures.
• Supervise and check field expenses of credit officers, whether collection process is being followed, etc.
• Check and approve cash requests of Branch office to Head Office.
• Arrange and supervise disbursement and withdrawals every day.
• Approve all cash receipts and payments of Branch office.
• Always monitor and control client retention rate at the branches.
• Check, verify and approve all of the reports developed from the system, collection vouchers, etc.
• Perform any duty as assigned.

Reporting

• Prepare and approve all weekly, monthly and quarterly reports and budgets for the branches.
• Check, verify and send FRD reports monthly.
• Immediately report any delinquency, cash deficiency and/or any other problems.
• Complete regular internal reports fully and on time including weekly financial, outreach and portfolio reports.
• Complete all periodic donor or government reports.

Compliance

• Ensure compliance with all internal policies and procedures.
• Instruct staff on same and immediately report any infractions to Operations.
• Ensure compliance with all local and national laws.
• Prepare and cooperate fully with all internal and external audits.

Job Requirements

Job Specifications
 Educated to University level, preferably with a Degree in Business Administration or Finance
 Minimum 3 years working experience preferably in micro-finance in a similar role, finance, accounting or banking
 Demonstrated computer skills in Microsoft Office Suite required
 Experience in managing, training and motivating a small team of staff (credit officers)
 Strong problem-solving skills
 Excellent interpersonal, budgeting, financial, supervision, planning and monitoring skills required
 Must be able to work independently and make decisions
 Ability to communicate effectively at all levels, ranging from within an organization to local authorities, external partners and client groups.
 Verbal and written skills in Myanmar language and English
 Understanding of geographic area desirable
 Ability to travel throughout Myanmar and relocate as necessary.
