Key accountability

1. Oversee all communication activities by MEC. Coordinate the development and review of the MEC Communication Strategy, coordinating and engaging staff and stakeholders. Review progress against the communication strategy in close collaboration with MEC staff and consultants. Prepare the Communication Annual Operating Plan and the Communication section of the Annual Report. Supervise the Communication Coordinator post and ensure coordinate efforts by the team to meet the communication needs of MEC. Ensure the Senior Management Team meetings are held regularly and the detailed note are taken and circulated.

2. Coordinate joint communication initiatives with partners – especially meetings with MoE (e.g., Sub-Sector Working Groups) and State level education coordination meetings. Engage closely with technical staff in ethnic and monastic partners to identify communication priorities and medium for capacity development. Coordinate with government, NGOs, civil society, ethnic/monastic education and stakeholders to share information, to identify and promote a common policy agenda and to provide insights into the work of our partners.

3. Coordinate all external communications activities of MEC. Ensure annual and mid-year reporting processes are followed and quality of presentation is maintained. Support fund raising, case study preparation and Human Interest Stories documentation as part of resource mobilization. Help design communication activities for engaging in various policy advocacy efforts within our partners (to influence senior decision makers within our partners) as well as to influence national and state level policy makers.

4. Oversee the content for the MEC Web Page and ensures proper management and updates, Use web-page to position MEC as leader in knowledge and information on ethnic and monastic education in Myanmar. Oversee system to ensure web-site and Facebook page are regularly updated and strengthen communication function for MEC to become clearinghouse of information on ethnic and monastic education in Myanmar

5. Support partners to strengthen their communication capacity. Ensure communication requirements and standards are maintained addressed by our partners. Design, implement and manage a programme for strengthening partner organisations’ capacity to carry out advocacy to inform civil society policy dialogue on education

6. Prepare communication activities around specific themes, including those related to MTB-MLE approaches, the recognition of ethnic/monastic systems and the role of state level authorities in decentralized education decision making.

7. General –
• Manage and communicate a process to review and include feedback from partners' components such as pedagogy, curriculum and assessment;
• Provide mentoring to members of the MEC team and partners as required.
• Additional responsibilities as agreed with Education Director.

8. Child Safeguarding Responsibilities
Ensure that child safeguarding and child protection mainstreaming are integrated into all M&E frameworks through measurable output and outcome indicators; and lead the process of piloting and scaling up local level beneficiary complaints’ mechanisms in relation to staff conduct, with an emphasis on the Child Safeguarding Policy and measure to prevent sexual exploitation of women and children.

Job Requirements

EXPERIENCE AND SKILLS

Education:
• Bachelor Degree in education or a related field. Ideally a Post Graduate qualification in a relevant field and/ or professional qualification in education or related field

Professional skills and experience:
• At least 6 years’ experience in working in education in Myanmar
• Demonstrated skills, experience, and knowledge in education, ideally including multilingual education, curriculum and pedagogy.
• Understanding and experience of the Myanmar education system, ideally to include government and ethnic basic education providers or programmes.
• Skills and experience in capacity development in education, including mentoring and training
• Skills to present well and to write concisely and quickly in both English and Myanmar. Ability to speak on or more ethnic languages is an advantage.

Management and Work Skills
• Fluency in written and spoken Myanmar, with strong oral and written communication and presentation skills.
• High standard of English, with ability to articulate concepts and ideas related to the education field, make presentations and deliver quality written reports
• Ability to analyse information, evaluate options and to think and plan strategically.
• Excellent training, facilitation and communication skills
• Strong personal organisational skills, including time/task management and ability to meet deadlines and work under pressure
• Strong people management skills including mentoring and support

General Skills
• Experience and proven ability to create an environment which encourages team-working, including education team members with specific geographical and thematic responsibilities and the wider MEC team
• Willingness to travel frequently domestically, including to remote ethnic areas, as well as occasional international travel as required.
• Interest in and commitment to working alongside others within a dynamic, inter-disciplinary team and taking opportunities for learning and professional development.
• Commitment to and understanding of MEC and Save the Children’s aims, values and principles.
• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security and equal opportunities, including the Child Safeguarding Policy
