Job Description

An Exciting Opportunity for ...

A. Principal Duties and Responsibilities:
a. Design
i. Identify policies and strategies relevant to new program design. This includes national, WC, donor and other stakeholders’ policies and strategies.
ii. Gather information relevant for the envisioned project from publications of government, UN, INGO’s etc. and information available at MIMU and other sources.
iii. Guide the assessments of needs, opportunities and threats in the prospect target communities using PLA tools.
iv. Based on policies, strategies, background information, evaluations of previous programs and assessments draw conclusions for the design of a new project in collaboration with communities, program staff, technical advisors, and various levels of program management.
v. Act as lead person for writing of concept notes and project proposals while building capacity with staff in this area.
b. Monitoring
i. Guide the development of project M&E plans based on the project log frame in collaboration with program staff.
ii. Provide training and ongoing coaching to M&E officers and project staff regarding implementation of M&E Plans as well as general M&E principles.
c. Evaluations
i. Prepare draft ToR’s for evaluations in line with project log frames and learning objectives while meeting WC and donor requirements. Communicate with donors and HQ technical staff on ToR’s which are to be approved by the donors and CD.
ii. Coordinate with evaluators and program staff regarding field work necessary for the evaluation.
d. Learning
i. Ensure that lessons learned from program implementation are documented in a manner accessible to current and future staff. Also ensure that program staff and communities learn from lessons learned of past and current programming.
ii. Ensure that lessons learned are incorporated in the revision of programs and the design of new programs
e. Program Auditing
i. On a sample basis commission or carry out auditing of reported activities and outputs. Audits to be done by staff not responsible for program management like DMEL Officer, technical advisors or CO HR/Finance/admin staff.
f. Reporting
i.Ensure high quality reporting to donors by supporting program staff with advice and feedback on reporting and providing or organizing copy-edit support. Where needed edit reports.
g. Capacity Building
i. Build capacity with program management staff and program support staff like M&E officers and program officers in the area of program design, monitoring, evaluations and organizational learning.
h. Other Principal Duties and Responsibilities
i. Monitor M&E processes within the organization and inform the various layers of program management in case intervention is required to meet the WCM M&E standards.
ii. Filing of all general information related to program design and M&E as well as all information related to individual evaluations and the design of specific projects in line with WCM filing guidelines (to be developed).

B.
Non Principal Duties and Responsibilities
i. Participate and contribute to internal and external working groups, committees and meetings where appropriate.
ii. Any other task as requested by supervisor.

Job Requirements

1. Academic background in a field relevant to development.
2. Relevant working experience in development, preferably over 5 years.
3. Track record of writing winning proposals for institutional donors.
4. Proven experience in developing M&E frameworks and guiding monitoring processes
5. Experience in carrying out evaluations and/or preparing evaluations at senior level in various sectors.
6. Having a theoretical framework on organizational learning and experience in using or designing organizational learning processes.
7. Service attitude that seeks to assist program staff in consistently applying the WCM M&E system to the benefit of program management and ultimately the beneficiaries of the programs.
8. Strong analytical skills to link organizational vision, mission and values; complex problem analysis and context analysis with formulating project goals, outputs and activities.
9. Ability to develop budgets and staffing plans for programs with a life time up to three years and budgets up to 2.5 million USD.
10. Ability to maintain an open and motivating communication style that motivates all stakeholders to bring relevant contributions to complicated and longer term processes.
11. Actively maintaining appropriate levels of information sharing to various stakeholders during the development and implementation of the new M&E system as well as during project design processes.
