An Exciting Opportunity for ...

The HTCT – Kansai – Andritz Consortium is developing the Deedoke Hydropower Project. Through a Public-Private Partnership with the Ministry of Electricity and Energy of Myanmar, the Deedoke Hydropower Project aims to supply the domestic electricity demand by 2024 with an installed capacity of 60 MW. The scheme is located on the Myitnge River, in Mandalay Region, Myanmar.
The Project is conducting a full Environment and Social program in line with Myanmar and International standards.
Deedoke Hydropower Project is looking for a Social Expert for taking the position of Environmental & Social Deputy Manager (with a predominant focus on social aspects but with some environmental responsibilities).
Key Job Responsibilities
Under the overall responsibility of the Environmental and Social Manager:
• Organize and manage social (including land acquisition and resettlement) activities and studies for producing social plans in line with Myanmar and International standards, and Partner requirements.
• Ensure proper stakeholder engagement for the Project, including with directly affected communities, civil society organizations, and other key stakeholders.
• Ensure effective liaison between the Project, consultants and the lenders with regards to social issues.
• Lead the discussions/negotiations with Myanmar regional authorities and lenders regarding commitments of the Project through social mitigation and compensation plans (entitlement matrix, land acquisition, resettlement, livelihood restoration and others).
• Liaise with the various consultants tasked with Resettlement Action Plan (RAP), Stakeholder Engagement Plan (SEP) and Environmental and Social Impact Assessment (ESIA) preparation and provide them with the social inputs as required. Ensure work and deliverables are adequate in regards to MoNREC guidelines and Lenders’ requirements.
• Supervise all relevant social documentation in accordance with the above standards.
• Manage the Grievance Mechanism put in place including its continuous improvement.
• Participate in the preparation of budgets for social components.
• Further develop social staffing in the course of project development including relevant capacity building.
• Provide on-the-job training to staff on social, resettlement and related matters.

Job Requirements

Required Qualifications
• At least 10 years of professional experience, with at least 5 years of work experience with government agencies and International Finance Institutions in a similar position, and at least 5 years of experience in South East Asia with Myanmar experience being a strong asset.
• Demonstrated experience in:
- Designing various components of project’s Social Management Plans in similar context: experience in developing and/or implementing Resettlement Action Plans and grievance redress mechanism in a similar context;
- Stakeholders’ engagement
- Working in a multi-cultural and large infrastructure project.
• Experience in Hydropower project development would be an asset.
• Fluent in written and spoken English. Myanmar language skills are desirable, but not mandatory.

Contract type: Fixed term appointment
Contract duration: 6 months with 6 months renewal
Duty station: Mandalay, with very frequent travels to project site & travels to Yangon and Nayipitaw
