Job Description

A Fantastic Opportunity for ...

Reporting to the FLEGT Secretariat Manager, the Finance Officer will:
a) Keep records of all the Secretariat’s financial inflows and outflows;
b) Check that expense claims by the Secretariat and its personnel are allowable in terms of the agreement with Palladium, and submit monthly claims to Palladium;
c) Establish and keep records of a petty cash system;
d) In coordination with Palladium, arrange procurement of goods and services for direct expenditure by the Secretariat in accordance with agreed practices and procedures;
e) Manage Daily Subsistence Allowance (DSA) cash disbursements where required for travel by stakeholders engaged in ITF work plan activities, in accordance with agreed procedures;
f) In consultation with the Secretariat Manager and as directed by the ITF/MSG, prepare detailed bi-annual, quarterly and monthly budgets for Secretariat operations; and
g) Prepare monthly financial reports for submission to the ITF/MSG and Palladium.
h) Perform any other tasks assigned.

Job Requirements

The Finance Officer will have:
a) At least a bachelor degree in accounting, commerce or equivalent;
b) 5 years’ experience as an accountant or financial officer, preferably in an organisation engaged in international activities (e.g. donor, international company, international NGO);
c) Ability to keep accurate accounting records;
d) Experience in managing procurement of goods and services (including office equipment; travel, conference facilities rental, consulting services) and understanding or procurement best practices;
e) Ability to use business software (Internet, word processing, spreadsheets, accounting)
f) Fluency in written and spoken Myanmar and English languages;
g) Good interpersonal and networking skills.
