Job Summary
The HR Manager leads the HR team and is responsible for developing and implementing effective HR strategies, helping to ensure that Proximity Finance attains “preferred employer” status in the microfinance industry. S/He ensures that Proximity recruits, retains and develops appropriately qualified staff, meeting the staffing needs of the organization in the field and at HQ. This role oversees both regular HR administration the training function which develops, implements and evaluates an extensive staff development and training program.

Fields of Responsibility
Develop HR strategies for recruitment and retention, in concert with senior management
Oversees HR administration
Leads recruitment effort
Oversees staff planning, budgeting, reporting
Oversees staff appraisal, promotion and succession planning
Oversees staff training & development
Building of team spirit & conflict management
HR Strategy Development
• In consultation with senior management, and after appraisal fo the employee market, develops a strategic plan for HR, including recruitment, retention and staff development
• Works with Peopls Operations team to understand where HR policies in both PD and PF are harmonized and where different approaches are needed.
Oversees HR Administration
Staff contracts and other supporting documents or correspondence
Maintains individual staff records for leave, training, health and other staff matters
Prepares complete record of staff loans
Review regularly specific staff certifications required for their functions
Assures visa, work permits and insurances, where it applies
Regular review and update of staff documentation
Maintain complete filing & archiving
Oversees recruitment process/termination
Collects information about the employment market; specifically on compensation packages offered by MFI competitors.
Ensures each position has job description and job requirements
With Media Team prepares job announcements and with PO team arranges for ad postings
Screens applications, arranges interviews and tests
Check applications & references
Maintains an application and recruitment database
Ensures onboarding of new staff
Prepare staff terminations, inc. exit interviews, letters of recommendation, outplacement support and assure correctness and completeness of documents
Staff Planning, Budgeting, Reporting
Assist for staff planning, replacement and transfers with other departments
Assist for preparation of HR budgets
Assists for regular reviews of HR plans and budgets
Issues regular and special HR reports
Staff Appraisal, promotion and succession planning
Train managers for staff appraisals and coordinate the appraisal process
Advice for appraisal’s & performance’s impact on remuneration and bonus
Support to identify suitable staff to succeed for planned and unforeseen vacancies
Oversess staff training and development
In concert with other senior managers and Training Coordinator, prepares staff training needs analysis and prepares training plans, for both the organization as a whole and for individual staff
Supports the Training Coordinator in the design and development of training curriculum and materials.
Oversees implementation of staff training activities and reviews evaluation reports prepared by Training Coordinator.
Staff Security and Crime Prevention
Review work conditions for staff health, safety and security requirements
Monitor training for staff health, safety and security needs
Assist in a well functioning information supply in case of crises and emergency
Assist in creating awareness and control to avoid crime and fraud
Building of Team Spirit & Conflict Management
Support a positive institutional communication culture
Handle selected staff complaints (grievance management and monitoring)
Assist line managers to address staff issues such as tension between staff or lack of cooperation
Others
S/he keeps him/her-self well informed about the professional and legal requirements and compliance issues with regard to the function
Reporting
The HR Manager is reporting to the CEO.
