General Purpose:
To apply leadership, specialist skills and knowledge of the HSE evidence base to provide strategic direction and support to managers to:
• operationalize and implement corporate HSE strategy; and
• evaluate the outcomes with an emphasis on critical control management
in the life cycle (design, construction, operation and management, demolition) of properties in our portfolio.

Responsibilities:
Policy and Risk Management
• Establish HSE Policy and Advise on HSE Legal Compliance Issues and Good Practices
• Develop, maintain and recommend continual improvement to a HSE Management System
• Establish barrier management system using appropriate methodologies (e.g. FTA, FMEA, bowtie, etc.)
• Support incorporation of Design for Safety process into life cycle of properties
Implement Operational Controls
• Lead teams and projects requiring integration of multiple concepts, technologies and activities within diverse cultures.
• Design and implement programmes that can include Behavioural Safety, HACCP, Control of Hazardous Materials, Safety Culture, etc.
• Support the development of a Life and Fire Safety Master Plan and establish and review Emergency Preparedness and Response Plan
• Establish and maintain a Document Management System that complies with corporate document control policies
Maintain and monitor
• Establish Measurement and Monitoring of HSE Performance and Indicators as per corporate guidelines
• Establish and manage Incident Investigation and Analysis Processes
• Manage Internal HSE Audit System and conduct HSE Management System Audit
Communicate and Advise
• Lead workplace communication and engagement to build internal and external relationships to create influence, mentors line managers and site HSE personnel to achieve OHS objectives
• Communicate HSE performance and business case to management with advice on improvement action plans
• Continually maintain an appropriate level of awareness, knowledge and preparedness across the Company to create awareness of health and safety, and to develop a ‘Safety Mindset’ culture

Degree in technical discipline e.g. engineering (E)
Degree in environmental or safety engineering or other HSE-related fields (D)
• 5 years of cumulative HSE work experience including construction
• 2 years of relevant HSE experience in a facility environment
• 2 years of HSE work experience representing owner / developer
• Implemented integrated management system (ISO 9001, 14001, OHSAS 18001 or ISO 45001)
Consultancy and third-party auditing experience (D)
• OHS Professional qualification recognized by or Professional Membership in INSHPO members e.g. NEBOSH International Diploma in OSH or MISO, CMIOSH, CSP, etc.
• Internal Auditor in ISO 14001 and OHSAS 18001 / ISO 45001
Demonstrates understanding of advanced theoretical OHS concepts and technical knowledge within a systematic and coherent OHS body of knowledge.
Apply cognitive and technical skills to access, analyze and evaluate information to think critically, generate and evaluate complex ideas and inform HSE strategy and practice.
• Applies critical thinking, information gathering, problem solving and communication skills and judgment to identify and analyze complex OHS problems to generate innovative, practical evidence-informed solutions while taking into account legislation and industry standards and the organizational environment.
• Applies cognitive, technical and communication skills to justify and prioritize proposed solutions while taking into account OHS principles as well as organizational, legal, industry and other relevant factors.
• Able to interact with and influences operational, supervisory and line and middle management and consultative groups across a designated area.
• Able to build relationships as a basis for influence, mentors supervisors and workers with a focus on empowerment of others rather than control.
• Use communication and engagement skills, including negotiation and conflict management skills, to initiate, promote and support change.
• Proficient in mentoring skills to develop OHS HSE capability of site operational and OHS HSE personnel.
• Proficient in computer word processing and formatting (Microsoft Word or Google Docs)
• Proficient with spreadsheets (Microsoft Excel and/or Google Sheets) formulas, charts and graphs
• Familiar with the use of HSE software solutions e.g. Cintellate
