JOB PURPOSE
To be the functional manager for the local purchases and logistics teams,
Manage the Logistic activity, starting at the local supply requests to the provision for local team and final customers,
To be in charge of all physical and documentary flows of all goods, in the pre-delivery and post-delivery phases, of storage out of warehouse, while respecting the local legal framework,
To be the responsible of controlling all purchases of its perimeter.
JOB DUTIES AND RESPONSABILITIES
Management and organization of purchasing and logistics flows
• Responsible of various purchases related to all expenses of his/her areas for fixed costs, subcontracting and materials needed for local production (sourcing, negotiations, contracts…) in compliance with the objectives,
• To be the responsible of compliance with procedures/process Group purchasing and performance reporting,
• To fall under sustainable purchasing and e.csr Group policy,
• Establish the budgets purchases in agreement with the activity of its area, the evolutions related to this activity and the local benchmark (country),
• Manage negotiations cycles, supply orders, subcontracting and production orders,
• Manage bundling of goods, plan transport, implement customs operation upstream (with central departments) and downstream,
• Organize operation of receipt, storage and provision of goods in warehouses,
• Participates in various analyzes and negociations purchases necessary for the opening of all new subsidiary,
• In case of taking into account of local activities :
o Plan work organization of employees, identify work shedules, manage attendance and leaves,
o Manage flows of goods between storing and stockpiling areas,
o Follow supplies programs and relationships with internal suppliers and customers,
o Organize reminders in case of delivery late and alert,
o Organize provision of goods to customers in setback zone and when appropriate, delivery operation to customers,
o Plan potential deliveries and control customer orders,
o Control returned goods to suppliers, or defective products requiring repair,
o Responsible of inventories and its results,
o Take into account the operational budget of the vehicles fleet.
Management and improvement of logistic and purchase performance
• Propose, implement the plans of productivity purchases,
• Analyze and follow purchase and logistic Kpis (stock rotation, etc.) and its evolution in order to optimize overall costs,
• Identify any anomalies or malfunctions into the logistic and supply chain and its causes,
• Optimize the local purchases and logistics organization: identify equipment and materials needs (forklifts, material handling equipment, etc.) and plan the necessary investments in accordance with the management. Develop local skills required levels. Perpetuate piloting tools,
• Prepare procedures for optimizing costs, schedules, quality and control of phases of getting goods and services,
• Ensure that installations and equipments are working properly; organize maintenance, the reconditioning and repairs current or obligatory legal of damaged equipment.
Management of Logistic and Purchase teams
• Recruit logistic and purchase teams and support their integration,
• Supervise logistic and purchase teams : determine objectives, organize debriefing with teams, ensure information, training and integration of new employees and temporary workers,
• Evaluate and train purchase and logistic teams under his direct responsibility. Ensure the development of their skills and evaluate their development potentials,
• Ensure that policies and procedures are applied.
Job Requirements
INITIAL TRAINING AND REQUIRED EXPERIENCES
University and/or Master degree in logistic and purchase with at least 5 years of experience in a same position,
Mechanical engineer with at least 5 years of experience in a same position.
KNOWLEDGE AND REQUIRED SKILLS
Controlling of logistics and procurement processes and its Kpis,
Knowing of every actors in the logistic chain (suppliers, transporters, logistic platforms, local authorities…) and contractual relationship with them,
Knowing of ERP system used,
Basic knowledge to establish a budget.
