Primary Job Duties and Functions
1. Plan, implement and review Health and Safety training and awareness promotion programs for staffs and contractors, to create H&S awareness and upgrade H&S
management skill and competency, as per ISO45001.
2. Provide leadership and technical guidance to the STC Management Team to contribute to expected HSSE performance;
3. As part of the ESMS, develop and manage an appropriate health and safety function that supports the various Business Units, operations and projects in addressing their
Health and Safety issues and opportunities. This includes review staff skills/capability and competencies, ensuring the capability gaps are reduced and closed,
contributing to enhancing staffs’ performance and development initiatives to ensure staffs demonstrate position mindset change for effectively carry out functions;
4. Develop and maintain STC Health and Standards and guidelines;
5. Ensure effective and timely implementation to ensure compliance with lender requirements. Develop and maintain a system to keep track of developments in new H&S
regulations issued by statutory bodies and local and state agencies which may impact STC operations.
6. Develop and implement audit programs which accurately measures the overall HSSE compliance and performance of STC Cement Plant, STM coal mining operations,
HTC Batching Plants and manage collection/analysis of representative data and implementation of corrective measures;
7. Ensure a system for proper retention, disposition, and control of all relevant HS documents and records.
8. As part of the ESMS, conduct due diligence on and manage material E&S risks and impacts associated with operations of primary suppliers of raw materials essential to
STC and HTC’s operations.
9. Review, validate and approve or endorse Contractor’s HSE plan, HSE Monitoring and Inspection reports submission, as per the ESMS and local authority’s requirement
10. Lead and/or guide EHSS Committee.

Job Requirements

Key Role Qualification Required

• 5+ year’s industry experience (cement and/or oil & gas and/or chemical preferred) including relevant project site operational experience in emerging countries, preferably in
S.E. Asia;
• Track record in influencing positive organizational change inside organisation and contractor management role preferably in an international setting;
• Development and implementation of Integrated Management Systems according to IFC Performance Standards and similar international standard, especially exposure and
knowledge in OHSAS 18000;
• Experience overseeing EHSS programs and community/external stakeholder relations.
• Candidates with Burmese language and cultural skills will receive preferential consideration.
• Bachelor’s Degree or equivalent in science, engineering or EHSS related discipline;
• Member of an internationally recognized environmental/safety/health professional body preferred.
