Job Description

A Big Opportunity for ...

• Internal/External Interactions:
o Internal
 Report to the Managing Director ASL
 Directly manage the HR function in Auto and John Deere, working closely in support of the GMs
 Work with HR leaders in RMA Myanmar and CDSG
 Other departments (finance, marketing, IT) where required.
o External
 3rd party service providers where required
 External legal advisors
 Local labour councils
 Government and regulatory authorities
 Training providers
• Functional Responsibilities
o Ensure the organization is properly staffed ready for ongoing operations and expansion, by undertaking appropriate resourcing, recruitment, selection and onboarding activity
o Develop and manage HR service delivery standards, procedures and policies for both Auto and Agricultural businesses in line with global best practice and RMA/CDSG standards.
o Develop and manage HR’s position as a ‘business partner’ to all operations ensuring the department provides consistent, proactive and accurate data and advice to all managers
o Maintain a system of HR analytics to ensure consistent ‘real time’ review of HR’s performance against key criteria
o Work with the RMA and CDSG HR teams and operational managers to develop and maintain a proactive and manageable approach to ‘workforce planning’ throughout the operations
o Develop and maintain a proactive relationship with staff and/or trade union or local labour council representative bodies.
o Develop and manage ‘health and safety standards throughout ASL, ensuring training and monitoring of all staff is maintained
o Develop a learning and development plan for each business and implement necessary activities with assistance of RMA, CDSG and third party resources to progressively upgrade professional skills
• Technical Responsibilities:
o Maintain and develop best practice by keeping abreast of trends and developments in areas of responsibility
• Financial Responsibilities:
o Plan operational budget with Managing Director
o Manage costs/fees of service providers
o Monitor and manage operational costs
• HR Responsibilities:
o Manage and develop the HR team in ASL, developing key skill and knowledge of all areas of HR to ensure ‘cross functional’ support in the team
o Provide training and coaching to concerned parties to operational management in ASL
o Plan and agree KPIs for all staff reporting into the HR function in ASL on an annual basis, aligned with business and group HR plans and directives.
• Travel Requirements:
o Travel within Myanmar to business sites (currently Yangon and Mandalay, but constantly expanding)
o Occasional travel to Thailand (Bangkok, Laem Chabang) may be required)

Job Requirements

EDUCATION:
• Degree in Human Resources or a related field would be highly desirable

KNOWLEDGE, SKILLS AND EXPERIENCE:
ESSENTIAL:
• A minimum of 7 years’ experience in human resources
• Minimum of 4 years’ supervisory experience
• Experience in developing HR service delivery solutions
• Strong background in recruiting within sales and service environment
• Experience in managing/developing employee relations policies and procedures
• Experience in setting business/departmental business/staff plans
• Demonstrable track record in coaching/developing staff.
• Work at all levels of the organization
• A thorough understanding of Myanmar labour law
• Experience in working with/negotiating with local labour councils
• Excellent written and spoken Myanmar and English language

DESIRABLE:
• Myanmar national STRONGLY preferred.
• Experience in managing budgets
• Worked in multicultural environments
• Knowledge of the use of the IT and intranet as tools to enhance HR and people management and development
• Experience working with a multinational workforce, in particular expatriate management.
