Responsibility

• The Chief Information Officer will have primary responsibility for the overall enterprise technology needs of the organization. This includes overseeing all IT strategy, architecture, systems analysis, application development, database development, systems administration, database administration, and technology operations activities, including systems hosting and systems maintenance.
• He will work with the Information & Technology staff, senior management, and internal users, to capture and understand the systems requirements of the organization, as well as to implement and meet these needs according to strategic business direction and budgetary constraints.

Task description

1. IT goals and objectives, such that they are aligned with and support the company's business goals and objectives.
2. IT capabilities and competencies needed to achieve the IT goals and objectives.
3. An overall, integrated roadmap of what goals and objectives should be achieved according to appropriate milestones.
4. Formulate the appropriate, optimal IT budget, such that it is aligned with the IT Strategy, and meets budget requirements and constraints.
5. Direct the development of the IT Architecture Plan. Working with the IS&T Lead Architect, IT Staff, and internal business clients and senior management, as appropriate, formulate the overall IT technical architecture plan. The architecture plan will be the company's technical "blueprint" for achieving an integrated systems architecture that will meet the company's business and functional requirements.
6. Determine and update, on an ongoing basis, the organizational plan for the Information Systems & Technology department.
7. Determine, and update, on an ongoing basis, the personnel requirements of the organization.
8. Train and promote from within, as well as recruit from outside, to ensure that the company's Information Systems and Technology department is appropriately staffed on an ongoing basis.
9. Manage development programs to train the staff and generally foster capabilities growth within the organization.
10. Oversee the day-to-day activities of the Information Systems and Technology staff.
11. Implement appropriate operational management processes in the Information Systems and Technology area, such that the IS&T staff can appropriately and successfully perform its functions and meet the needs of the organization.
12. Work with internal "business clients" from Multimedia Publishing, Tech, Editorial, Accounting, Human Resources, etc., to address their information system’s needs (OSS, BSS, ERP, PCRF, etc), appropriate to the IT Strategy and the IT budget.
13. Determine and define effective IT project execution processes to ensure that the needs of the business that depend on IT project success are met effectively and efficiently.

Job Requirements

Required Technical & Professional Competencies

• Minimum of ten years’ experience in Senior IT management positions – VP IT, IT Director.
• Experience with high volume, high-availability applications and systems.
• Extensive experience with customer-facing applications, with specific knowledge of consumer e-commerce.
• Proven track record in developing high quality applications.
• Proven ability to develop and manage complex outsourced agreements.
• Extensive experience with Internet technologies
• Experience with end-to-end BSS Solutions: Oracle, Redknee, Huawei NGBSS, Alepo, etc
• Experience with medium to large ERP systems is preferred.
• Ericsson BSS, ZTE BSS, Nokia BSS, Alcatel Lucent Surepay experience is a plus but not mandatory.

Required Interpersonal & Communication Skills

• Strong verbal and written communication skills
• Ability to create high quality development teams

Required Personal Competencies

• Broad experience in business and technology leadership, as well as management skills, able to work in a rapidly changing environment, and to interact daily with senior staff
