Project Description

We are currently implementing a seven-year project funded by multilateral donors in Myanmar. This project will increase agricultural value added by improving irrigation and strengthening agricultural value chains in three regions of Myanmar's central dry zone (CDZ). It will support the development of district-wide agricultural value chains and the modernization of irrigation systems in Magway district of the Magway region, Shwebo district of the Sagaing region, and Meiktila and Yamethin districts in the Mandalay region.

Job Description
Finance Manager is responsible to work under the direct supervision of the Project Director, and within the framework of Project appraisal reports and loan/grant agreements, this expert will be responsible for the financial management of the PMU, including accounting, budgeting, financial reporting, internal controls, auditing arrangement, flow of funds and the efficient management of Project resources. Specific duties are:
• Prepare together with the Project Director and in close coordination with the Project Manager the annual work plan and budget and the budget and financing plan;
• Be responsible for key Project documents such as the disbursement handbook, the Loan Agreement, and the Disbursement Letter;
• Develop and maintain an efficient accounting system and reliable internal control procedures and guidelines for financial reporting and record keeping;
• Take responsibility for the preparation, review, and monitoring of Projects budgets; Prepare/ verify all withdrawal applications for submission to ADB, and ensure availability of funds for all planned activities. Manage the Projects bank accounts, approve and co-sign all payments;
• Prepare and provide financial reports including the sources and uses of funds statement, incurred expenditures by component, expenditure category and financier, designated account reconciliation statement, fixed asset list and cash flow forecast etc. for submission to the National Project Steering Committee and ADB (on a semi and annual bases), and maintain all records in a form appropriate for audit;
• Lead the process of contracting the Office of the Auditor General to conduct an independent audit of the annual project accounts, ensuring that annual audits are carried out within the specified time frame;
• Develop and maintain a system of financial control over all expenditure incurred by implementing partners;
• Supervise and coordinate the work of staff placed under his/her direct authority;
• Review and regularly update the Financial Management Manual of the Project; and
• Undertake any other activities assigned by the Project Director.

Job Requirements

Qualifications
• Minimum of 5 years’ experience in Finance Management
• Strong knowledge and experience in relevant fields in Myanmar
• Experience in working with International consultants, government institutions, community-based organization and non-governmental organization (NGOs);
• Working knowledge of ADB’s safeguards, good governance, and anti-corruption policies.
• Prefer candidate who has ADB project experience or TA projects with Government/Ministry
• Preferably above-average communication skills in written and spoken English
• Willingness to travel extensively to remote places and work under the direct supervision of the Project Director, Project Manager, and International Financial Specialist.
