Job Purpose:

Officer, Logistics Operation Planning is responsible for developing and maintaining logistics infrastructures including warehouse, yard, jetty, office and so on at logistics supply base. He/she can work closely not only with internal parties but also external parties so as to ensure that logistics operations are effective, efficient and compliant to COMPANY’s policies and standards including laws. He/she is also responsible for executing and managing service contracts i.e. infrastructure construction, material QA/QC, material handling equipment, transportation services and so on to support PTTEPI operations in Myanmar within the planned budget.

Key Accountabilities:
- Ensure that logistics operations are safe, cost effective, efficient and compliant to PTTEPI’s policies and standards including laws
- Develop and execute logistics operations to support business and operational needs based on requirements
- Coordinate with internal and external functions to formulate efficient and effective logistics operations in line with annual budget plan
- Develop and maintain infrastructures in logistics supply base
- Process all related call-for tenders/direct negotiations together with procurement department including developing the scope of services, commercial terms, technical/commercial bid evaluation and proposals to his hierarchy and committee
- Manage service contracts including monitor, analyze and improve contractor performance
- Plan and monitor budget regularly for the assigned service contracts
- Verify invoice against Purchasing Requisition (PR), Purchasing Order (PO), Service Order (SO) and/or contracts and agreements
- Make useful recommendations for logistics operation improvement in way of related logistics instructions and cost savings.
- Develop power point presentations/logistics performance report as necessary for presentations to upper management
- Assist with the development, promotion and implementation of new logistics operation
- Conduct contracts requirement of SSHE and risk assessment regarding logistics operation in Myanmar
- Be able to take over any other as requested without any restriction

- At least Bachelor Degree in any field ( Engineering Degree is an advantage)
- Minimum 3-5 Year experience in logistics operations
- Knowledge of contract management, logistics laws and regulations, budget control and statistics
- Knowledge of infrastructure construction
- Knowledge in using Microsoft Office applications i.e. Word, Excel, Power Point)
- Negotiation skill
- Organizing, problem solving and communication skills
