Finance Support
• Support MEC Director and the MEC team in overall strategy development and implementation of the final year of Phase 2 and for the next phase of MEC, including working with donors in preparation of a funding strategy for Phase 3.
• Provide analysis on partner proposals for consistency between program and resource allocation and strategic decision making for partner financing.
• Support development and strengthening of partner financial budgeting, reporting and review systems.
• Support the MEC Director by advising on re-allocation of resources through program and budget amendments.
• Support preparation of the budget component of the Annual Operational Plan, in conjunction with the SCIM Finance Director and Awards Director. (Note that the Myanmar CO Finance Director will be responsible for financial operations – accounting functions, control, periodic financial performance analysis and reporting to the Steering Committee on overall financial performance.)
• Assist the MEC Director in variance analysis and assessment of Value for Money (VfM).
• Support budget monitoring of MEC and Partner-held budget lines and engage with other MEC SMT members to ensure appropriate budget implementation and oversight.

Operational Support
• Ensure that the day-to-day operational needs within the MEC team are met, including coordinating effectively with Save the Children operation functions.
• Ensure that the MEC program is administered effectively in the areas of admin, logistics, HR and IT.
• Oversee MEC staff safety & security (including supporting adherence to related protocols).
• Lead in the development of an MEC Capacity Development plan, including ensuring the availability of appropriate professional development opportunities for programme staff, and identify and support pathways for staff to take on increasingly senior roles.
• Support teams to ensure that programme staff have clearly defined objectives and understand their responsibilities and staff development strategies and Performance Management Systems are incorporated into team building process.

Risk & Award Management Support
• Update, monitor and ensure implementation of MEC Risk Management Plan in collaboration with MEC and partner staff.
• Support implementation of partner capacity development plans related to risk management and financial performance.
• In collaboration with SCI Finance and SCI Risk and Compliance Department, lead internal risk assessment of MEC and partners.
• Oversee compliance by MEC & partners to donor & SCI requirements
• With support from the SCI Awards Director, ensure the Awards Management System and associated processes are appropriately implemented.

Partnership Support
• Oversee and supervise PPSD team members to constructively and appropriately engage with MEC’s complementary education partners in systems and institutional development on the basis of evidence-based data and information.
• Support the PPSD team to implement institutional development aspects of the partner programs, including building and maintaining strong relations with partner organizations and facilitating, mentoring and following up ID capacity development support to MEC’s partners.
• Lead the revision, dissemination and training on Partnership Principles and values across all MEC teams in close collaboration with the MEC Director and other senior leadership team members.
• Ensure effective coordination across MEC’s technical & support teams in their engagement with partners.
• Ensure child safeguarding activities by partners are planned for and supported.
• Ensure partners are appropriately supported across the project cycle management cycle, including annual planning, project monitoring, reporting and amendments.

Leadership & Management Support
• Participate actively in the MEC Senior Management Team to support effective coordination and delivery of the program, particularly in implementation of core MEC areas through tracking and implementation of key deliverables.
• Lead, manage and support the Partnership, Operations and Finance teams to ensure that the PPSD team has clearly defined goals and objectives and individual staff understand their roles and responsibilities.
• Support team members with mentorship and ensuring appropriate professional development opportunities are availed to nurture staff to grow in their positions.
• Encourage a team culture and partnership approach based on sharing, learning, creativity and problem-solving.

General
• Promote a strong collaborative team culture
• Provide mentoring to all members of the MEC team as required.
• Additional responsibilities as agreed with MEC Director.
• Deputise for MEC Director as required.

Job Requirements

ESSENTIAL:
• At least 10 years of experience in senior financial and organisational support roles, including at least 5 years in senior management positions with an INGO, UN or donor agency.
• Education qualifications of a Master’s degree or higher in a relevant field.
• Experience in working with partner organisations in development work, including working with NGOs and CSOs with diverse organisational systems.
• Substantial experience of developing and implementing capacity building approaches to strengthen partner operational policies and systems.
• Strong knowledge of financial management and donor compliance requirements.
• Proven ability to think strategically, to analyse complex information and offer creative, practical and high-impact solutions.
• Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
• Willingness to travel to remote areas with limit facilities. Up to 25% field level travel expected.

DESIRABLE:
• Qualifications as a chartered accountant, B.Com, B.Act, or CPA, etc.
• Experience working with partners operating in politically sensitive, post-conflict, multi-cultural environments
• In-depth understanding of national and international development issues
• Experience in working with basic education systems strengthening development
