The Procurement Manager is responsible of sourcing, assessing and procuring the equipment, materials and services necessary for all the EPC projects as well as electrical equipment supply. The Procurement Head is also in charge of maintaining relationship with vendors and suppliers. He supports the Business development, sales & marketing(BD, S&M) team for new business acquisition.

Role and Responsibilities

The key responsibilitiesfor power transmission and distributionare to:

· Conduct supplier analysis based on price/quality positioning

· Identify new suppliers matching the criteria

· Approach identified suppliers for distribution agreements

· Negotiate exclusive distribution agreements

· Promote supplier relationship management and actively engage with key suppliers to address issues

· Identify potential opportunities to further develop collaboration and deliver continuous improvement of supplier performance (e.g. Costs, Service and Quality)

· Supervise within a dynamic integrated bid team and supports the development of all aspects of bidding andpost contract award
solutions.

· Carry out quotation analysis, evaluation and selection of most suitable vendors in consideration of costand quality effectiveness, presents tender reviews / recommendation reports to Project/Senior Management Teams.

· Conduct supplier training and manage communication with suppliers.

· Troubleshoot any problems in supplier supplies

· Prepare whole process of sourcing to contract preparation.

· Cooperate and follow up monthly Procurement Plan

· Draft contractual documentation and issue orders to vendors including change orders

· Analyze reports on market trends, supply and demand, and status of orders and forecast payment schedules,etc.

· Coordinate with freigh forwarder for packing, transport and shipment, import/export customs & duties and prepare shipping documents

· Supervise site coordination with the project teams upon delivery of the goods

· Liaise extensively and support BD, S&M team to get competitive pricing during bidding stage for tenders

· Actively establish strategic alliance with vendors and maintain an approved vendor list and price database

· Raise quotation requests (RFQ) to source and evaluate vendor offers in terms of quality, cost and delivery

· Execute general sourcing and price negotiations with the vendors

· Prepare contractual documentation and issue orders to vendors including change orders

· Monitor and expedite vendor progress and management of vendor change order and claims on non performance vendors

· Minimum Degree in Engineering (Civil, Electrical, Mechanical) or equivalent Degree with relevant experiences in the procurement field

· Diploma in procurement or supply chain management advantageous

· At least 5 to 10 years relevant experience in procurement for EPC companies handling procurement and supply of electrical substation components including transformers, switchgear, panels and electrical cabling, etc., transmission lines, towers.

· Able to demonstrate good supplier/manufacturer network for transmission line, towers, substation equipment including switchgear, transformers, cables etc.

· In depth working knowledge on international practices for purchasing contracts and shipment protocol

· International EPC contractor background advantageous
