Project Description:The Irrigated Agriculture Inclusive Development Project (IAIDP), a sector project, is being implemented, the purpose is to increase agricultural value added by improving irrigation and strengthening agricultural value chains in three regions of Myanmar's central dry zone (CDZ). It supports the development of district-wide agricultural value chains and the modernization of irrigation systems in Magway district of the Magway region, Shwebo district of the Sagaing region, and Meiktila and Yamethin districts in the Mandalay region during a 7-year implementation period. The irrigation system rehabilitation and modernization component will cover about 90,000 acres (36,400 ha). The Project also strengthens capacity for integrated water resources management (IWRM) at the township, regional and national level.The National Procurement Specialist will be based in Naypyitaw, working from the Project Implementation Unit (PMU) Office located in Ministry of Agriculture, Livestock and Irrigation (MOALI). The indicative cost estimates prepared during project formulation thus assume that national consultants based in Naypyitaw will also incur expenses for accommodation there. The specialist should be fit to travel to other parts of Myanmar as needed, including for field visits, sub-national capacity building.MOALI will provide basic office accommodation, including utilities, at MOALI’ headquarters in Naypyitaw for the PMU consultants. The Project will finance basic officeequipment (separate from this package), though the specialist is expected to have their own computers and other personal devices for day-to-day work.The Project will also provide (separate from this package) local transport for the PMU consultants for travel within Naypyitaw and to make field visits, as necessary.The tasks of a National Procurement Specialist include but not limited to:a) Support and assist the Executing Agency in various stages of recruitment of consultants following QCBS procedure complying with ADB requirements:(i) Assist in Advertising seeking the Expression of Interest (EOI) from the prospective consulting firms;(ii) Assist in the preparation and submission of long list and shortlist of technically qualified consulting firms;(iii) Support in preparation of the Request for Proposals (RFP) and its issuance to the shortlisted consulting firms;(iv) Assist in conducting Pre-proposal conference, preparation and issuance of clarifications;(v) Assist in opening and the evaluation of the technical proposals;(vi) Assist in conducting the opening of the financial proposals, evaluate the financial Proposals and prepare the ranking of proposals; and(vii) Assist in negotiating the contract with the first ranked firm and signing the Contract.b) Support the Executing Agency in all aspects of Procurement of Works followingSingle-stage two-envelope bidding procedure complying with ADB requirements:(i) Assist in preparation and finalization of Bidding Documents and Invitation for Bids (IFB) for procurement of various works and goods including Specifications and requirements, Bill of Quantities/ Schedules, qualification criteria and conditions of Contract using FIDIC MDB Harmonized edition for works contracts;(ii) Assist in issuance of IFB;(iii) Assist in conducting Pre-bid meeting, preparation and issuance of clarifications;(iv) Assist in conducting bid opening and the evaluation of the technical bids;(v) Assist in preparation and finalization of Technical Bid Evaluation Reports (TBER);(vi) Assist in conducting opening of the financial bids and evaluate the financial bids;(vii) Assist in preparation and finalization of Price Bid Evaluation Reports (PBER); and(viii) Assist in contract negotiating with the LESR bidder and signing the Contract.c) The Specialists shall also assist the Executing Agency and Implementing Agency in contract interpretation, contract administration and documentation on contractual matters, and any additional tasks as assigned time to time that are relevant to the assignment.
A qualified National Procurement Specialist should have:• 5 years’ experience in procurement and contract management for ADB or World Bank projects. • A bachelor’s degree or equivalent qualification; • Extensive knowledge and experience in relevant fields in Myanmar; • Experience in working with international consultants, government institutions, community-based organizations, and NGOs; • Excellent communication skills in written and spoken English; • A working knowledge of ADB’s safeguard, good governance, and anticorruption policies.
