Project Management• Support the Programme Manager in ensuring the timely, efficient and effective delivery of projects • Ensure that all projects have a detailed implementation plan (DIP) and budget• Ensure Sub-budget holders in the field have clear understanding of DIP and budget• Visit project sites every month to support quality implementation• Ensure monthly reports are received from field teams, collated and shared with Programme Manager• Identify areas for capacity development and work with the Programme Manager and HoP to incorporate in the capacity development plan • Ensure that the project team members have clearly defined performance objectives • Ensure compliance to systems and processes for planning and reporting to relevant Save the Children member head offices and the donor.• Prepare donor reports, manage central database for all project data • Work effectively with colleagues from other sectors and partnersGrant Management• Monitor the project to ensure that it is managed in line with the agreed budget, and that transactions comply with Save the Children’s and the donor’s financial and compliance policies. • Monitor and discuss budget variances with the relevant budget holders, and facilitate resolution of problems with them in a participatory way• Participate at the monthly Finance & Grant meetings in Yangon. • Prepare monthly updates for Programme Manager and HoP on the projectPartners Management/ Capacity Building• Facilitate the meetings with partners explain about mentoring programme and clarify roles and relationships.• Facilitate Organizational Development Plan with partners and carry out simple organization capacity appraisal and draw up learning agreement.• Develop relationship with the partners by building trust, understanding and transparency. Provide relevant advice and, guidance on the following issues: organizational management, governance and leadership, accountability and participation, gender and diversity, analysis, institutional relationships, Education, IE, Child Rights, Child Law, Child Development, Child Participation and consultation with Children.• Promote capacity building of local partners through training opportunities, contact with other local partners trainings and workshops. • Contribute to partner staff capacity development process such as in-house staff development training, partner exchange learning program and professional skill development.Communications • Ensure high quality, accessible information is prepared and made available • Represent SCI at various external meetings as required• Any other task assigned by the managerChild Safeguarding Responsibilities • Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.
• Bachelor’s degree, and preferably post-graduate university degree, ideally in a subject related to management or Education or ECCD. • At least six years’ management experience of development programmes, preferably but not necessarily in this thematic area. • Experience and demonstrated strong knowledge of effective financial and budgetary control and of managing grants. • Ability to analyse information critically, evaluate options and to think and plan strategically. • Demonstrated skills, experience, and knowledge of: community development; working with children and
on children’s issues; and working in partnership with other organisations. • Good skills in report writing. • Experience of managing and developing a team, and the ability to lead, motivate and develop others. • Strong ability to work in a participatory way, strong facilitation skills and strong ability for true and empowering delegation. • Excellent interpersonal, communication and presentation skills. • Fluency in written and spoken English. • Commitment to and understanding of Save the Children’s aims, values and principles. • Ability and willingness to travel domestically and internationally as assigned • A commitment to children’s rights, children’s participation and non-discrimination Please note to vacancy closing date is 29 May 2019..
