(A) Job Purpose
(Briefly state the job’s overall objective)
• Responsible for managing end-to-end regional operations covering Site Management, Engineering Deployment and Preventive Maintenance and Corrective Maintenance activities for a specific region
• Ensure operations and service excellence with timely delivery of network development projects, and maintain network quality and availability for achieving level of service to customers in accordance with corporate business targets
(B) Key Accountabilities

• Manage the regional team in achieving operation and service excellence, and driving key initiatives strategized by the management. Ensure deliverables to customers per SLA
• Operations Management:
o Ensure uninterrupted power supply and required cooling for communications equipment. Ensure existing power and cooling infrastructure are at best fit as per site requirement
o Develop and execute the Preventive and Corrective Maintenance plan and schedule
o Address critical operational issues as highlighted by the echo Support team, identify possible risks and develop mitigation actions and potential solution to problems
o Manage site issues (site owners, access facilities, damages, protests, etc.)
o Work with the Service Excellence team and identify opportunities for process improvement and operational efficiency
o Manage and execute cost reduction initiatives. Ensure that the regional activities are carry out in a cost-effective manner
o Manage vendors and contractors to ensure timely deliverables. Review and provide authorization of all contractor related activities. Monitor and control vendor payment process, identify issues proactively and give solutions timely to ensure the operations continuation
Manage and perform fleet/asset management and material management at optimum, efficient and cost effective. Update and maintain regional asset inventory and movements in system accurately and up to date
o Prepare management reports and provide progress update on a regular basis
o Ensure that the site files are maintained as per prescribed standards
• Site Management:
o Prepare and manage plan, schedule and budget for end-to-end site acquisition and engineering deployment initiatives for both new and existing sites
o Support the Site Acquisition Specialists as they coordinate with tower owners and/or private landlords to negotiate and secure lease entitlements with the required authority approvals as defined by project scope
o Work with the Site Acquisition, Finance and Legal team to develop the plan for timely renewal of Land Lease agreements
o Monitor progress on timely rental payments and provide updates to the Finance team
o Source suitable locations for new base stations according to the search area description (SAD)
• Engineering Deployment and Infrastructure Development:
o Ensure timely completion of civil infrastructure development/electrical installations and equipment installations of the sites as per the approved design
o Ensure timely completion of site infra-structure development
o Monitor and report on site readiness (infra structures readiness with AC/DC power availability, cooling system etc. for telecom equipment installation) and provide site deployment progress update to the Head of Operations
o Track and monitor KPI's and SLA's for the team as set by the Head of Operations
o Ensure cost effective development with expected quality
o Ensure quality standards of network development activities
o Provide support and advise to the Engineering Deployment team to handle and mitigate challenges and issues

• Health and Safety team on health and safety practices, and accidents/incidents reporting

• Engineering team of energy management, and COLO and redeployment initiatives
• Finance team on land lease related matters, maintenance cost and billings
• Site Management team on land lease related matters
• Legal team on land lease related matters
External
• Telco customers on SLA
• Consultants, vendors and suppliers on tower infrastructure support and maintenance
• Site owners, land owners and local authorities on premises management

Job Requirements

Qualifications & Experience
• Bachelor’s degree in Civil or Structural Engineering or relevant field
• MBA in related field preferred
• At least 7 years’ experience in a towerco
• 3 or more years’ managing a regional team in telecommunications operations
Knowledge & Skills
• Knowledge of Site Acquisition and Site Deployment processes
• Project Management experience with adept at using project management applications / software
• Knowledge of accounting principles
