Key accountabilities

Leadership and Representation
• Work with the HOP to ensure the development and growth of a high quality programming through integration, expansion and growth of existing projects and strengthening links with other Save the Children health programmes and sectors
• Support the HOP’s work for ensuring high quality program implementation for the programme
• Together with Head of Programme, Programme Development and Quality (PDQ) Advisors and Members as needed to ensure that projects are aligned with country programme strategy and plans and effectively support increasing children’s access to their rights in Myanmar.
• Support the HOP’s work in building a network of support with a range of stakeholders including: international and national NGOs, UN agencies, Ethnic Organizations and CSOs, donors and government and ministry and mobilise their support for wider impact in the health programme

Programme Growth and Learning
• Document field experiences and observations and collaborate with field staff for collecting and compiling evidence to inform programme strategies, advocacy actions and initiative.
• Work with the HOP and PDQ team in the development of key documents within the Save the Children M&E system (Country Annual Plan, Country Strategy Paper, Total Reach, Advocacy Measurement Tool and Country Annual Report)
• Support the development and functions of detailed M&E plans at the township level and ensure , linked to the programme wide MEAL system and that project knowledge and learning feeds into the project and programme design
• In coordination with PDQ, support and contribute to proposal development.
• Support activities to ensure coordination, communication and liaison with key stakeholders including: donor, relevant line Ministries, UN agencies, international and national NGOs and other relevant civil society organisations related to the project portfolio
• Ensure that project reports and publications are of a high quality and produced on time in line with agreed deadlines.

Project Planning, Delivery and Quality
• Ensure that Programme Manager and the Partners and their teams implement projects in line with the plans and innovate and be responsive to changing internal and external factors
• Support the HOP with budget oversight and support to Programme Manager/ Delegate Budget Holders to ensure they develop timely solutions to project’s under and over spends in line with Member and Fund Management Office requirements
• Facilitate programme teams and the partners’ access adequate technical support to deliver high quality projects and support the establishment of innovative and collaborative working approaches to ensure continual learning and programme and operational improvement.
• Support field teams including the partners in identifying and supporting civil society partners including:
• Partner assessment/risk analysis, capacity building planning and technical support
• Provide technical input and support to staff developing and implementing emergency response programmes as needed
• Work with Programme Managers and the Partners to ensure that donor reports are delivered according to Save the Children and donor contractual requirements and within the agreed timescale; ensure that narrative and budget reports are consistent.
• Coordinate with ethnic organizations to expand coverage area especially hard to reach area
• Provide strategic and technical input to the development of new programme
• Ensure that any programme Log Frames are viable and that the means of verification for programme indicators are appropriate and realistic
• Facilitate planning work at field level to ensure a broad based participation and inclusiveness of key stakeholders especially SHD, THD and the partners, ethnic organizations, CSOs
• Provide support for field staff in preparing quarterly personal work plans in line with project activities and personal objectives.
• Provide management and oversight for the implementation of the work plans and budgets.
• Support timely budget forecasting and rephasals.

Team Management and Development
• Ensure effective collaboration and coordination between Programme Manager and the Partners and operational manager in the field and react quickly and decisively to bring any internal team challenges and problems to a swift and satisfactory resolution
• Ensure that the field teams including the partners’ proactively build and maintain technical skills and competencies required for leading and developing first class development and emergency programmes
• Ability to, and experience of, delivering training in the health sector.
• An in-depth understanding of national and international development issues related to health sector programmes
• Results focused and ability to support teams to develop work plans, implement and report on deliverables.
• Ability to facilitate teams to develop innovative approaches, document these approaches and support learning across project teams in different locations.
• Demonstrated skills, experience, and knowledge of: community development; working with children and on children’s issues; and working in partnership with other organisations
• Excellent interpersonal, communication and presentation skills.
• Fluency in written and spoken English
• Commitment to and understanding of Save the Children’s aims, values and principles.
• Ability and willingness to travel domestically and internationally when required.
• Experience working in Myanmar and understanding of Township health structures and planning preferred.

Job Requirements

• At least 5 – 10 years’ experience in development/humanitarian programming in the health sector, of which at least 3 years’ experience in managing more than one development/humanitarian project
• Sound understanding of 3MDG programming in Myanmar
• Proven experience in effective programme planning and strategic management, monitoring and evaluation, project development and report writing;
• Experience developing and supporting teams, including the ability to lead, motivate and build capacity
• Strong ability to work in a participatory way, strong facilitation skills, and strong ability for true and empowering delegation
• Ability to lead and support field teams in generating and analysing information and evaluating options for problem solving and developing strategic plans.
• University degree in medicine, nursing or public health and a Post Graduate degree in the same from a credible University.
• Excellent English communication skills, both written and verbal with experience in cross-cultural settings
• Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
• Experience interfacing with senior and mid-level government health staff as well as UN agencies and international and local organizations
• Willingness to travel to implementation sites for technical monitoring and supervision visits
• Excellent people management skills/experience and proven ability to create an environment which encourages team-working
• At least 5 years of management experience
• Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children
• Commitment to and understanding of Save the Children’s aims, values and principles.
• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
