Mekong Economics Myanmar is recruiting a Specialist on Labor Market-Responsive Education and Training / Deputy Team Leader, based in Nay Pi Taw (or willing to work fulltime in Naypitaw) for the project funded by the ASIAN DEVELOPMENT BANK (ADB) and implemented by the Ministry of Education (MOE) and Ministry of Industry (MOI), in cooperation with the Ministry of Labour, Immigration and Population (MOLIP) and other agencies.

Responsibilities:

- Support the Team Leader in the following tasks:
- Support Project Implementing Unit in Equipping Youth for Employment (EYE) management, reporting to Ministry of Education (MOE) and ADB, etc.;
- Develop detailed work plans for the consultant team and supervise and coordinate inputs;
- Coordination and advice to MOE and government on EYE supported reforms;
- Dialogue/coordination with development partners (DPs)
- Provide guidance to other consultants and the PMU as needed, particularly on cross-cutting tasks
- Provide overall oversight, guidance, and coordination for national consultant team members;
- Take the lead in dialogue at the sub-national level
- Provide technical and supervisory inputs to initiatives outlined in PAM section 1B for activity areas:
- Analysis of labor market soft and hard skill needs;
- Support to develop and institutionalize learning pathways linking secondary education subsector (SES),
- Monitoring and evaluation (M&E) of project components
- Policy support and limited pilot test on information communication technology for Myanmar education (ICT4ME)

Job Requirements

Requirements:

- Strong academic background (e.g., a bachelor’s degree or preferably a master’s or higher degree) in a relevant field.
- Significant experience and demonstrated capacity in carrying out tasks related in Myanmar’s education sector and/or relevant roles in other social sectors.
- Experience in 1 or more of the following areas: (i) SES curriculum development; (ii) TVET program development and delivery; (iii) Teaching and/or training teachers of SES and/or TVET teachers; and/or (iv) Capacity development for education sector staff. (preferred)
- Experience working in relevant internationally supported education projects/programs and/or demonstrated familiarity with education systems in other countries (preferred).
- Strong speaking and writing English skills.
