Job Description

MC Easy Microfinance is a licensed microfinance institution with operations in 7 regions in Myanmar. In order to expand our product offering into agricultural lending, we are looking for a skilled and enthusiastic Agri-lending Manager.  The position will report to our COO.

 

The job responsibilities of our Agri-lending Manager are defined by 3 phases: (i) a preparation phase, (ii) a capacity building phase and (iii) a roll-out and management phase. During the first phase our Agri-lending Manager will be working closely our international expert to identify the different crops and their planting/harvesting calendars in the different regions, to carry out risk mapping, to identify supply chain dynamics and opportunities for partnerships and more in general support our international consultant in any way required to help develop Easy Microfinance’s new agri-lending products. This will be followed in the second phase by a strong contribution to the recruitment and selection of the first batch of agri-credit officers, classroom training, marketing the products, coaching and training in the field, and under guidance of and in cooperation with our international consultant, to make adjustments to the policies and procedures where necessary. Once the developed agri-lending products are proven and tested, the third phase will start, whereby the focus will be on the roll out of the products to Easy Microfinance’s branch network as applicable and the management of the product and its risks.

 

Specific responsibilities include (but are not limited to):

  1. Provide any support needed for successful development of the new agri-lending products.
  2. Following guidelines, indicators  and criteria defined by EASY and the ag lending consultant / product development team assist, among other, in the following tasks:
    • Identify market opportunities in ag- lending  among the existing rural branches and /or potential regions using local  demographic and socioeconomic data,  
    • Identify actual and potential extend of competition from formal lenders (e.g.  NGOs, MFIs, government agencies and banks) and informal (e.g. moneylenders, traders).
    • Carry-out interviews with small producers associations, cooperatives, focus groups, etc. on local access to finance, activities, opportunities, limitations, among other topics.
    • Carry-out interviews with local leaders, branch managers and loan officers on opportunities and limitations in ag-lending.
    • Closely monitor implementation of the ag-lending pilot and roll–out.
    • Prepare progress /performance reports on the implementation of pilot and roll- outs
  3. Participate in the risk mapping exercises
  4. Identify supply chain dynamics and opportunities for each of the crops
  5. Contribute to the recruitment and selection of agri-credit officers
  6. Train and coach agri-credit officers, supervisors and branch Managers following training modules and coaching tools designed to this end.
  7. Develop partnerships with the different actors involved in the supply chain (input suppliers, output purchasers, insurance companies etc.) or in the sector (digital initiatives, credit scoring, alternative delivery channels etc.).
  8. Office/field monitor of product performance by branches, branch managers and loan officers following specific guidelines and formats.
  9. Participate in regular meetings with the ag-product development team.
  10. Carry-out marketing of the agri-lending products in accordance with loan procedures, tools and guidelines.
  11. Participate in Credit Committees/loan approval.
  12. Achieve the targets set by senior management in terms of number of clients, loan portfolio and portfolio quality.
  13. Responsibility for the portfolio quality of the agri-lending portfolio.
  14. Any other responsibilities assigned by senior management.

Job Requirements

  • Education in Finance, Economics and Business Administration or equivalent
  • Experience:
    • At least five years relevant work experience
    • Two years in an equivalent position
    • Three years of experience in Agriculture and Agri-lending loan analysis, follow up and repayment.
    • Experience in micro-finance and/or commercial banking, or product development, highly desirable.
    • Experience in market oriented approaches to agriculture lending highly desirable.
  • Skills:
    • Strong numeric and analytical abilities of loan performance reports and indicators
    • Stress resistant
    • Good management and people skills
    • Patient and able teach
    • Strong computer skills: Microsoft Office (excel, word and powerpoint)
    • Excellent communication and writing skills in English and Burmese
    • Knowledge of additional languages spoken in the different regions in Myanmar would be a plus
