ROLE PURPOSE

The selected candidate will be assisting team leader for coducting Hindsignt review of credit process/credit files and reporting to Management. This role will require occasional on-site assessment travel requirements.

 

RESPONSIBILITIES

  • Random review of loans on a post approval basis and verify that the credit functions are compiled in accordance with Bank’s Credit Policy, Credit Guidelines and Procedures
  • Make visits to Branches to verify that loan documentation, safe keeping of loan documents, credit file management, management of mandatory registers etc. are done as per credit approval terms
  • Conduct borrower unit visit, collaterals, business & warehouse, and other establishments and ensure credit proposal is submitted after complying with all the credit guidelines applicable to the respective credit facility and purpose
  • Verify the utilization of credit facilities for the purpose it is approved, Stage wise disbursement conditions are compiled as per approval, documents pertaining to proof of utilization of facilities are submitted, Photos, business details, stock position, business name boards etc. are as per credit proposal submitted
  • Verify respective accounts and ensure branches/Business departments are collecting all applicable service charges/fees etc. on time as per approval notification letter
  • Assess the quality of credit proposal preparation, site visits findings, underwriting, obtaining of basic KYC documents and other related documents, risk assessments and structuring of the product
  • Credit risk assessment including deviations of product guidelines/policies as well as thoroughness of the approval process
  • Credit decisions made are in accordance with DOA, the bank’s credit strategy, credit risk policy and relevant legal and regulatory compliance requirements
  • Check effectiveness and compliance of post disbursal conditions such as insurance renewal, DICA registration, notification to land offices/ Transport registration Office, monitoring of due date of collateral security items etc
  • Effectiveness, appropriateness, accuracy and/or timeliness of credit monitoring activities, risk rating, credit classifications and provisioning levels
  • Prepare a draft report on the findings initially and send to respective departments for review and confirmation of findings and agreed timeline for rectification, if any
  • Hindsight team to maintain a register of thematic issues identified, treatment plan, accountable owner of treatment plan and agreed timeline to remediate issues. As general guidance an issue can be considered thematic if the same weakness is observed in 10% or more of transactions hind sighted
  • The Hindsight team should present their observations and status of treatment plans on quarterly basis to ECC as a minimum. If material issues are identified within each quarterly period, the Hindsight team should immediately inform ECC
  • After review by ECC, send review findings to respective departments for rectification and reporting within timeline
  • Include non-compliance of timelines, if any, in the monthly report to ECC
  • Arrange for monthly lesson learnt sessions and presented to respective business, operations and credit functions responsible for originating credit
  • Any other works assigned by Team Lead/HOD

Job Requirements

Experience

  • Preferably experience with the financial sector and/ or international development cooperation, work with Development Finance Institutions or impact investment institutions
  • Basic business knowledge, MS office suite and basic work experience preferred

Knowledge & Skills

  • Sufficient experience in credit sales/underwriting/risk assessment/credit administration
  • Ability to work within a team environment, interact with peers and management within the bank as well as with the other departments
  • Local travel within Myanmar as required
  • Proficiency in English Presentation and Communication highly desirable
  • Attention to detail is a must
  • Team player with strong communication and interpersonal skills also in multicultural contexts

Education & Special Training

  • Preferred Bachelor degree in Accounting / Finance / Economics / Engineering or otherwise quantitative field

Languages

  • Business-level bilingual communication abilities is a plus
