Job Description

JOB DESCRIPTION:

The Chief Finance Officer is responsible for financial strategy, financial condition and position of the bank working closely with the leadership team to ensure proper governance across all areas of the bank.

 

KEY ACCOUNTABILITIES:

  • Participate in strategic planning process, to lead the budgeting and forecasting of the bank and to build a strong financial discipline.
  • Provide strategic counsel to the CEO with respect to administering, on day-to-day basis, the financial and administrative operation of the organization.
  • Oversees the investment and cash management strategy, has responsibility for banking and investment relationships. Develop cash management strategy to optimize cash balances in operating and short-term investment accounts for four separate entities.
  •  Prepare financial analysis for contract negotiations and product investments decisions.
  • Lead reporting, forecasting, and planning processes, including providing financial targets for profitable growth and proactive analysis of financial statements for opportunities to increase income.
  • Prepare, present, and interpret financial reports to the management, Board of directors, shareholders, and government authorities and to direct and supervise preparation of all fiscal reporting, such as cost accounting, budgets, regulatory authorities, and government reports.
  • Ensure the accuracy of all financial statements and ensure strong program and project financial controls.
  • Assist in establishing short- and long-term departmental goals, objectives, policies, and operating procedures.
  • Implement operational best practices.
  • Ensure that company imply with all legal and regulatory requirements.

Job Requirements

Knowledge & Skills

Essential 

  • Knowledge of financial institutions policies and procedures.
  • Knowledge of Myanmar accounting standards, financial reporting standards and management accounting systems.
  • Knowledge of international financial reporting standards desirable.
  • Knowledge of Myanmar financial sector’s legal and regulatory framework.
  • Ability to demonstrate thorough knowledge of applicable laws including Myanmar Financial Institutions Law, Regulations, Directives, Instructions and Guidelines issued by the Central Bank of Myanmar.
  • Ability to understand and apply banking rules.
  • Knowledge of international financial reporting standards desirable.
  • Strong analytical skills and ability to think strategically.
  • Ability to analyze financial data and prepare financial reports, statements, and projections.
  • Ability to identify and effectively report financial conditions to management and respond to regulatory requirements.
  • Working knowledge of short- and long-term budgeting and forecasting, rolling budgets and product line profitability analysis.
  • High ethical standards and integrity in both their personal and professional dealings.

Education & Special Training

Essential

  • Master’s degree in Finance, Accounting or Business.

Desirable 

  •  CPA and previous government contracting/public accounting experience.

Experience

Essential

  • Demonstrate evidence of working in strong financial leadership role for a minimum 10 years.

Desirable 

  • Experienced as CFO or similar role in a bank or financial institution and mastery of Cost Accounting Standards, Risk Management, Budgeting, Pricing and Managing cost-based proposal/contracts.

Languages

Essential 

  • Excellent written, verbal, numerical and communication skills.
