An Exciting Opportunity for ...

Strategic and Technical Programme Development

  • In close coordination with relevant team members; define, implement and oversee a coherent vision for Trócaire’s Gender work within the country programme including Strategic Planning and advocacy.
  • Ensure alignment of Trócaire Myanmar’s programming with Trócaire’s global organisational Strategic Plan and share learning from the Trócaire Myanmar programmes that supports strategic thinking at an organisational level.
  • Ensure that programme approaches are consistent, technically sound and effective, drawing on both evidence-based strategies and innovative approaches.
  • Represent Trócaire at relevant external fora and ensure the flow of information internally.

Programme Management and Quality:

  • Lead and provide technical support to programme staff to ensure that the programmes are designed, implemented, monitored and evaluated within the Trócaire Programme Management and Accountability Framework (PMAG) and ensuring donor compliance.
  • Liasing with the MEAL team to ensure MEAL requirements are met, data analysed and used to inform programme implementation proactively.
  • Lead regular programme reviews with relevant team members, ensure that programmes are on track and challenges are analysed and addressed.
  • Co-ordinate programme staff to deliver high quality Annual Programme Reviews and donor reports that provide clear evidence of progress (or lack of) in line with donor requirement. Ensure the reports are used for programme management, and ongoing learning and adaptation, as well as to highlight case studies for communication and advocacy.
  • Maximise linkages and opportunities for integration of the Gender programmes across the Myanmar country programme, and actively coordinate with with the Resource Rights, WASH and Livelihoods programmes, and drive further integration.
  • Liaise with the Capacity Building Co-ordinator to ensure partner organisations have systematic ‘Institutional Capacity Building Plans’ in place including safeguarding support.

 


Finance & Funding

  • Co-ordinate with the finance team to ensure financial systems, monitoring and reporting are clear and function in programme partners across grants.  
  • Proactive budget management including monitoring expenditure and exchange rate fluctuations.
  • Provide the necessary support to the finance/programme officers to take appropriate actions if problems with financial management or organisational governance are identified.
  • Jointly with the Business Development Unit ensure that finance/programme officers are familiar with internal, and where relevant external (e.g. back donor), financial management guidelines and policies, including fraud policies, and that these are adhered to.
  • Proactively identify possible funding opportunities in-country and coordinate with the ‘Business Development Unit’ and the programme team to grow the programme.


Human Resource Management

  • Line manage team members, ensuring that all are clear on the change to which they are contributing and on their roles and responsibilities in line with Trócaire’s performance management framework and HR policy.
  • Support, mentor and coach team members as part of their professional development and to help them to be highly effective in their work.
  • Establish a team approach to programming, ensuring that programme staff work together to share learning and to exchange skills.
  • Ensure regular team meetings for information exchange and strategic discussions as well as to facilitate rolling out of organisational programme processes and policies within the Gender team.
  • Ensure that all programme staff complete an induction process that equips them to confidently and effectively deliver on their role.

 

Others

  • Collaboration across the Trócaire country programme.

Fulfil other reasonable duties and responsibilities, as requested by the Country Director, Head of Programmes and Head of Strategy and Partnership.

Job Requirements

(E) Qualification

  • Master’s degree in Gender and Equality Studies, International Development, Economics, Social Work, Psychology,  or other relevant field of study
  • 7 years of programme management experience in similar roles and Gender programming experience
  • Experience managing a portfolio of donors, projects and partners;
  • Knowledge and experience of best practice programming in the areas of women’s participation and gender-based violence is essential;
  • Knowledge of the SASA! Methodology would be desirable
  • Knowledge of accountable governance and access to justice programming would be desirable;
