Summary of Responsibility Scope:HSE Officer is responsible for developing and implementing Health, Safety and Environmental policies to help reduce accident-related costs and prevent losses due to decline in productivity. He performs OHS Risk Assessments, Review of Risks, Legal Compliance checklist regularly to level up the safety standard of the organization and maintain OHSAS certification of the organization.
Primary Job Descriptions1. Implement and draw up Project Safety Manuals, Occupational Health & Safety Procedures, Emergency Preparedness and Response Procedures, departmental SOPs and Project-wise Safety Plans with regards to safety management and inspection procedures 2. Assist Project Manager to prepare Project budgets for approval by the Management Committee and ensure the departmental overheads stays within budget3. Ensure all projects, project warehouses and project offices have risk assessments and RA checklists for all projects and ways to reduce risks are planned and review and revise if need.4. Ensure departmental compliance of ethical and social code of conducts, laws and regulations 5. Evaluate work performance and motivates subordinate staff to obtain high productivity, results and morale 6. Regularly meets with staff to exchange information, reviews project status and individual goals, and identifies new opportunities for improvement 7. Support project teams and administrative teams to discuss on effective safety programs specific to the project and office administration8. Support Project Management Teams to participate actively in safety awareness program of any revision of emergency preparedness, Revision of Safety Manual, Post occurrence of fatal/major/serious accident and in safety induction courses to sub-con on beginning of projects and new sub-con arrival.9. Monitor compliance of safety policies and perform change requirements 10. Carry out regular overall risk assessments of organization in terms of safety to plan mitigation of exposed risks 11. Review customer requirements against safety policy and make sure the policy and standard of the organization meets customer expectation 12. Identify Regulatory and Statutory requirements as per Quality and Safety Management System and report gaps to management committee, and advise and closing gaps and monitor implementation 13. Keeping records of inspection findings and producing reports that suggest improvements 14. Keeping records of Safety Patrol Reports for analysis and elimination or mitigation of unsafe job site condition15. Being up to date with new legislation and maintaining a working knowledge of all OSH legislation and any development that affect the Company's industry 16. Producing management reports, newsletters and bulletins with regards to Occupational Health and Safety
