Job Description

A Good Opportunity for ..

M&E officer will monitor if Maha’s loan dissemination and collection practices are fully compliant with all of Maha’s policies. They must possess familiarity with tablets and dashboards in order to successfully navigate Harvester platform. They must immediately flag any discrepancies during the course of their monitoring activity; note and report them systematically. Furthermore, they will responsible for collecting survey data for the purpose of social performance management and impact assessment. They must possess familiarity with microfinance assessment tools such as progress out of poverty (PPI) and be willing to travel up to 90% of the time. They must have a passion for field work in rural Myanmar and ideally have a background in agronomy.

Job Duties & Responsibilities

1. Each regional M&E officer is to divide his/her time to visit all branches to perform monitoring activities using a pre-designed questionnaire. The officer will visit one branch per week and he/she must visit at least 50% of that branch’s outstanding customers.

2. All farmers, vendors & MSME loan customers must receive a monitoring visit during their loan cycle and it will be responsibility of the M&E officer to travel to their farms/place of business and collect data.

3. To be well versed with all of Maha’s policies and use a digital medium (Harvesting platform) to monitor that utilization of loans are in line with our policies. For example: they are E&S compliant. Additionally, this information will act as business intelligence for Maha.

4. They will Geo-tag all the farmers’ farms and enter accurate data in Maha’s dashboard/core banking platform. They must keep all the farmers profiles up to date in each of their respective areas.

5. In addition to utilization of loans, the M&E officer will regularly test client knowledge/awareness by asking/enquiring about the client’s experience of receiving a Maha Loan. If it comes to attention that there any deviations from the approved process, they must be investigated for persons responsible and flag to supervisor immediately.

6. Additionally, the M&E officers will take measures to correct deviations/discrepancies byimproving client knowledge on Maha loan process by holding quarterly workshops for each region/ hub.

7. These awareness workshops will also be an opportunity for customers to voiceconcerns/complaints which must be carefully recorded and reported to the supervisor.

8. To conduct Social Performance & Impact Assessment survey as required, which may require monitoring and tracking the survey sample. This may involve collecting qualitative data such as interviews and human-interest stories.

9.They will monitor and check the impact of Maha’s loans into the lives of Maha’s customers. They will be responsible to collect clients’ stories and build short write ups.

10. They will oversee the implementation of all sustainability initiatives that are being pursued at the branch level, such as recycling, reducing carbon footprint etc.

Job Requirements

Minimum Requirement
1. Preferably Bachelor degree in agronomy, social sciences, development studies, statistics, economics or other related fields.
2. Experience in compliance, performance management, social performance management, monitoring and evaluation.
3. Minimum 2 years work experience.
4. Strong IT skills and familiarity with tablets and dashboards.
5. Written and verbal command of English Language.
6. Willingness to travel frequently and extensively.
Skills and Competencies
1. Excellent knowledge of surveying and data entry and experience with microfinance analysis tools such as progress out of poverty index (PPI).
2. Previous experience with monitoring and evaluation preferably at a microfinance/agri-focused institution.
3. Passion for working towards the upliftment of rural Myanmar and experience in the field of agriculture.
4. Proven skills in critical thinking, assessment and analysis.
5. Good interpersonal and written communication in English.
6. Ability to multi-task, work under pressure be administratively self-sufficient.
