Project Engineer is responsible for overall management of a project/site include subcontractor management, administration, financial, and other tools & equipment resources allocated for the project and deliver the project in timely and cost effective manner. Project Engineer is responsible not only in delivering projects but also providing customer satisfaction and maintain customer satisfaction during and post-delivery of the project, and legal and Management System compliance are ensured at all time.
Primary Job Descriptions
(1) Provides project management oversight of assigned projects to ensure the whole project complies with contractual requirements, including time and budget parameters of the project
(2) Provides technical, administrative and operational leadership to assigned task(s), project(s), including sub-contractor management, worksite safety and security, worksite regulations and reporting etc
(3) Site Management meetings are regularly organized and recorded as per Construction Management Manuals, Safety Manuals etc and other relevant manuals of the company
(4) Prepare regular written reports, summaries of issues and action plans to senior department leader and Management as requested
(5) Anticipates problems in shortages of resources (financial, manpower, materials and equipment) and report in advance to Construction Manager, Project Manager with suggested corrective action plan
(6) Observes and ensure safe work practices, develop preventative actions and corrective actions in assigned projects, as part of Risk Assessment Review Procedure. Conduct occasional site patrol of other projects to provide risk assessment review input to other projects as promotion of compliance to Occupational Health & Safety regulations/guidelines of the company
(7) Establish and maintain work plans and schedules to ensure timely completion of deliverables, milestones and final delivery. Review and analyze project estimates to ensure they are in line with work progress
(8) Attend project meetings with clients and subcontractors in relation to execution schedules and billing schedules as well as approval schedules of design and specifications, and problems reporting. All meetings with client and subcontractors should be recorded in written forms and a summary to be reported back to departmental seniors and managements
(9) Evaluate sub-contractor performance, maintain proper performance records and request for formal corrective actions of vendors in case of non-compliance. Regular subcontractor meetings are to be held and minutes of meetings recorded and distributed to all related parties.
(10) Verify and inform variation of works submitted by sub-contractors to respective Quantity Estimate Engineers and Procurement Department and approve work completions of sub-contractors and recommend to Account Payables for payment to sub-contractors
(11) Manage project budgets of assigned project including forecasting of cash flows requested by Accounts Receivables and Accounts Payables Departments
(12) Timely Payment Milestone information, Progressive Bill of Quantity information to QS Engineers and Account Receivables for timely billing to the client
(13) Coordinate with local governments and authorities where project exists to seek social and environmental problems to be solved or to obtain relevant permits in accordance with local laws
(14) Manage Site maintenance teams and coordinate with Maintenance Department for proper calibration of tools and equipment, proper function of tools and equipment to avoid down time and accidents caused by faulty tools and equipment
(15) Manage Quality Control and Assurance Engineers to achieve quality objectives of the projects and to ensure non-conforming products/service are not delivered to customer. Timely invitation of RFI (Request for Inspection with properly signed record of inspections) are mandatory part of the job description.
(16) Ensure Accidents are reported immediately to Construction Managers, Project Mangaers and HSE Officers and related clients and authorities as per procedures described in Quality and Safety Management Manuals, so as to ensure preventative actions as well as insurance claims are in time
(17) Ensure understanding of contractual requirements and implied requirement of service quality.
