Reporting to the Head of Grants & Compliance, the Manager acts as the key person responsible for the monitoring, evaluation and research activities of all donor funded and social marketing program implemented by DKT Myanmar to provide high quality evidenced-based guidance and support on key activities for this family planning & SRHR program in Myanmar.  

The Manager will have a strong public health background and will be able to provide high level RMM expertise across the full scope of DKT’s programs components. The RMM will also identify priorities for operational research, oversee implementation of internal and external data collections monitoring & research plan and provide mentoring and leadership to the RMM field team (field data collectors) based in Myanmar.

Responsibilities includes (but not limited to):

• Provide up-to-date, evidence-based technical SRH guidance and support to the DKT Management Team in country as it pertains to the focus of this social marketing program. Keep the senior program management team informed about all key issues on a timely basis. 
• Provide technical leadership and oversight of design, implementation, analysis and use of the monitoring and evaluation system. 
• Mentor, supervise and evaluate field data collectors and contribute to an atmosphere conducive to professional growth and development. 
• Consult with and guide the teams to achieve goals and ensure accountability to beneficiaries, partners, colleagues, and donors by providing ongoing feedback in a context of mutual respect. 
• Ensure data analysis, interpretation and report writing of all survey and study data. 
• Represent DKT in the public health community through the participation in organization of conferences, workshops, and seminars, and through a range of technical reports, briefs, publications, and presentations. 
• Promote learning through sharing of data and information among external stakeholders, counterparts and DKT staff so that state-of-the-art approaches are understood and can be incorporated into interventions. 
• Contribute to End of Project report and Annual Reports for donor and HQ submissions. 
• Identify, conduct and deliver the research for capacity building of local partners and contribute to the development of the project’s strategic plan, annual work plans, and country plans and ensure that project documents and reports incorporate the latest technical approaches and interventions 
• In coordination with technical leads and partners, ensure efficient planning and implementation of quality family planning & SRH program activities including selection of appropriate short-term technical assistance and identification and support to operations research opportunities. 
• Perform other tasks assigned by supervisor.

• Master Degree in Public Health or any other related field.
• Minimum 5 years' of experience as research, monitoring and evaluation (M&E) and/or data management role
• Demonstrated expertise in Sexual and Reproductive Health (SRH)/ Family Planning (FP) and other relevant technical areas that include public health, FP/MNCH, behaviour change communications, capacity building, applied research, strengthening private sector FP service delivery systems, technical and program innovations, M&E, as well as multi-sector approaches
• Demonstrated ability to address SBC issues in improving contraceptives adoption behavior, especially for married women of reproductive age and sexually active youths.
• Demonstrated success in delivering technical assistance, and in collaboration with donors and partner organizations.
• Demonstrated expertise in program research design, methods, and analysis. 
• Must have creative and analytical abilities and strong operations research skills.
• Extensive experience in drafting and finalizing program research evaluation reports. 
• Experience in providing capacity building, training, and mentoring both one-on-one and for groups of various sizes on evaluation-related subjects. 
• Previous experience in supporting international donor-funded projects.
• Advance knowledge in Microsoft Office, Google services and any other related digital tools is required.
• Fluency in written and spoken English, professionally functional in Burmese a plus.
• Excellent analytical and organizing skills is very important.
• Ability and willingness to travel at least 40% within Myanmar and, periodically, internationally. 
• Excellent interpersonal skills including active listening skills, the ability to communicate effectively across cultures, to negotiate effectively with internal and external colleagues.
