GENERAL POSITION SUMMARY:

The Senior Project Officer (SPO) will provide administrative and strategic vision to the implementation of Women CAN program. Under the direct supervision of the Senior Program Manager (Peace & Conflict), he/she will ensure that all the activities are implemented according to designed work plans and that the beneficiaries are regularly updated on the timeline of the activities. The SPO will be based In Yangon with high amount of travel to the field. In addition, the SPO will also work closely with Negotiation/Mediation technical team to exchange resources, knowledge and experiences.

Essential Job Responsibilities

 

STRATEGY & VISION

  • Recognize opportunities for innovative action and to evolve the peacebuilding programs into a more effective program addressing the changing needs of conflict-affected populations
  • Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to countrywide strategy development.
  • Develop and organize activities to secure resources for programs and convince stakeholders to provide support. 
  • Help ensure that conflict sensitivity is integrated in all programs implemented by MC Myanmar

 

PROGRAM MANAGEMENT

  • Support the Senior Program Manager in overseeing the ongoing program management and project close out
  • Support all aspect of monitoring and evaluation of program performance
  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
  • Support in developing program implementation strategies, including partnership frameworks, beneficiary targeting and distribution process as well as capacity building of the partners.
  • Ensure that monitoring systems meet the requirements of the donor.
  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
  • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
  • Fulfill Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide.
  • Ensure all interventions adhere to Mercy Corps Safeguarding policy, Gender policy, Do No Harm principles and beneficiary accountability standards.

 

TECHNCIAL SUPPORT

  • Support to program teams in integrating gender, protection and safeguarding principles/systems across Mercy Corps Myanmar programs, using Mercy Corps’ tools and developing new ones as needed.
  • Contribute and lead the development of assessments, monitoring and analyses that better understand and analyze gender and protection issues across Mercy Corps Myanmar program portfolio
  • Conduct training and training of trainers (TOT) in gender, protection and safeguarding principles targeting staff and partners working with affected populations.

 

FINANCE & COMPLIANCE MANAGEMENT

  • Ensure compliance with donor and Mercy Corps regulations
  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.

 

INFLUENCE & REPRESENTATION

  • Communicate effectively to ensure overall project targets and donor obligations are met
  • Represent Mercy Corps at relevant meetings and forums

 

SECURITY

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Job Requirements

Supervisory Responsibility

For this role, there will be no supervisory responsibility but closely working with team members such as Project Officers and MEL & CARM Coordinator.

Accountability

Reports Directly To: Program Manager (Gender and Peace Building) 

Works Directly With: mediation/negotiation technical team and other social cohesion project team  

Knowledge and Experience

  • Bachelor’s degree, preferable in gender and peacebuilding subjects
  • Minimum 3 years work experience in project implementation and supervision
  • Proficiency in written and spoken English is required
  • Previous experience working with gender/ social cohesion /peace building or conflict management portfolio
  • Previous demonstrated experience in creating and maintaining work relationships with stakeholders including local authorities, activists, LNGOs and religious leaders
  • Training delivering experience will be an asset.

Successful candidates should meet the education and experience requirements in the position descriptions for the vacant positions and should have a strong and demonstrated knowledge of safety and security management, good written and spoken English, computer Skills and local languages.
