On behalf of our Client, a well-known telecoms infrastructure services company, we are looking for a Sourcing Specialist to be based at their offices in Yangon, Myanmar.

Main Duties and Responsibilities

• Ensures National Telecommunications Commission (NTC) requirements aligned with Group Engineering, Group Operations, Strategic Sourcing Team, and other related departments
• Executes the local implementation of Master Frame Agreements (MFA) including finalizing local commercial terms and agreement (Local Agreement)
• Executes NTC/Operational Sourcing processes and negotiations ensuring key stakeholders are aligned with resulting supplier selection, ensuring that the sourcing process complies with the Procurement Policy and Procedures
• Develops commercial justifications for all sourcing decisions
• Responsible for delivering NTC procurement savings
• Manages supplier relationships to ensure value, innovation, and continuous improvement while understanding and mitigating risk to the NTC
• Ensures that supplier contractual responsibilities are fully adhered to
• Monitors relevant metrics including compliance to the approved Category Strategy
• Ensures strict compliance to Supply Chain Management (SCM) Policy, Governance and Process with minimal or no audit findings
• Performs procurement operations activities covering material master registration, supplier registration, PR /

• PO process and SLA for sourcing

• Ensures alignment with Head - Regional Operations
• Manages logistic of imported goods, where applicable

Job Requirements

• Bachelor's degree or equivalent with at least 5 years' experience in procurement.
• Background in mobile telecommunication industry.
• Deep understanding of end to end Procurement process including Source to Contract,
• Procure to Pay and Spend Analytics
• Understand of Total Cost of Ownership (TCO) principles
• Possess strong oral and written communication skills.
• Computer literate, MS office, Outlook, and other office applications.
• Strong leadership capabilities with minimal supervision at work.
