VP, Head of Program Management Office

Job Purpose:

To provide guidance to team members through complicated tasks and to ensure quality of planning and development of activities for corporate strategic and cross-group projects, as well as manage any responsible projects, in order to ensure completion and quality of deliverable projects as per project’s scope and timeline, as well as to ensure continuous improvement on corporate products to maintain competitive advantage of the organization.

 

Principal Accountabilities:

  • Ensure understanding of program management policy, strategy and execution roadmap, in order to provide guidelines and guidance to junior members, according to function’s policies and frameworks, as well as to ensure alignment and compliance with legal regulations and with ATOM’s overall direction, standards and governance.
  • Support senior members through complicated activities for the development of strategic program management master plan, to support the achievement of corporate strategy and direction in going forward.
  • Ensure quality collaboration with relevant teams to perform business and technical feasibility analysis and develop initial project requirements in terms of timeframe, budget, and resources allocation for all projects across corporate.
  • Transfer business and technical feasibility analysis, and other related documents to seek for project approval from relevant parties.
  • Provide guidance to junior members through complicated activities and to ensure quality development demand management to ensure compatibility of newly developed platform with current environment meeting with scope of work within determined timeline, set budget and synchronization across projects as per program management plan.
  • Review and develop project management master plan for responsible project (if any), to direct and guide corporate strategy and cross-group projects. • Review and develop project master plan, including scheduling, budgeting, and resource planning, to ensure synchronization of related project activities with other groups, timeframe and resource utilization as per determined.
  • Support corporate strategic project activities, and provide assistance, if required to ensure effectiveness of delivery of project aligning with objectives within determined timeline, budget and expected outcome.
  • Provide guidance to junior members in the development of annual and monthly portfolio management dashboard to report overall corporate portfolio and project progress to CEO and management team.
  • Review and identify key productivity improvement opportunities in regards to program portfolio management, to increase productivity and ensure continuous improvement on product / process within optimum cost and quality.
  • Assisting in crafting operating policies and long term financial and manpower plans for all projects under program portfolio, in order to efficiently plan operating activities.
  • Periodically review the overall processes of program management, as well as the overall processes of coordinating guidelines to relevant functions, in order to identify improvement opportunities, to ensure optimization of the operation.
  • Collaborate with other departments/teams to facilitate analysis and identify process improvement opportunities.
  • Participate in business planning process and proactively identify opportunities to advance the success of the business.

Job Requirements

Required Skills & Experiences:

  • Master/Bachelor’s Degree in management, Information Technology or other field with the experience in project management for a minimum of 5 years.
  • Certification in Project Management (PMP, PSM) will be an added advantage.
  • Energetic, flexible, result-oriented and commitment with ‘Can Do' attitude.
  • Good interpersonal and communication skills.
  • Excellent Communication Skills with proficiency in English language.
  • Excellent analytical and problem-solving skills.
  • Highly organized with exceptional attention to detail.
