Job Purpose

To oversee the development, scaling, and standardization of HR functions across all Strategic Business Units (SBUs) and operational sites in Upper Myanmar to support corporate expansion. This role balances strategic leadership with hands-on HR operations, acting as a trusted advisor to all SBU leadership while driving digital transformation and compliance.

 

Job Description

  • Strategic HR Oversight: Oversee the development, scaling, and standardization of HR functions across all SBUs and operational sites in Upper Myanmar to support corporate expansion.

  • Talent Acquisition & Lifecycle: Manage end-to-end talent acquisition pipelines, onboarding frameworks, and orientation systems to ensure new hires are effectively integrated into GBS culture and operations.

  • Offboarding & Transitions: Supervise structured and legally compliant offboarding workflows, exit interviews, and employee clearance procedures across Upper Myanmar locations.

  • Employee Relations & Advisory: Act as a trusted advisor to SBU managers and leads regarding employee relations, performance management, team development, and disciplinary processes.

  • Policy & Legal Compliance: Ensure total legal compliance throughout human resources management and partner with management to communicate HR policies, procedures, programs, and labor laws.

  • Digital HR Transformation: Lead and champion the digital transformation, optimization, and deep practical implementation of the HRIS and automated HR platforms.

  • Daily HR Operations: Supervise daily HR operations, including time and attendance tracking, shift schedules, overtime data validation, leave management systems, general administration, and SSB processes.

  • Stakeholder & Government Liaison: Build and maintain effective relationships with all internal stakeholders and external customers, including local government offices and industrial zone authorities.

  • Performance Management & Reporting: Implement performance management systems in alignment with corporate guidelines, monitor target HR department KPIs, and compile structured weekly, monthly, and yearly reports.

Job Overview:

  • Working Hour: 9:00 AM to 5:00 PM
  • Working Day: Monday to Saturday
  • OFF days: Sunday and Gazette Holidays
  • Report To: direct report to Assistant Head of HR & Group Head of HR (Yangon Head Office)
  • Work Location: No. 63, Sathmulalyar Htoonsat, Yangon-Mandalay Road, Natyaykan Village, Amarapura township, Mandalay

  • Any Bachelor’s Degree. A Master’s Degree in Business Administration (MBA), Post-Graduate Diploma in HRM, or related professional qualifications will be highly advantageous

  • Between 35 ~ 45 years old

  • Minimum of 10 years of progressive, hands-on experience in Human Resource Management (HRM) and HR Operations, with a proven track record in managing multi-site generalist environments

  • Intermediate English proficiency (both written and verbal communication) is required

  • Highly literate computer with robust proficiency in Microsoft Office (Excel, Word, PowerPoint) and deep, practical knowledge of operating with HRIS platforms

  • Mandalay native or willing to relocate to Mandalay

  • Strong interpersonal, communication, conflict resolution, leadership, strategic people management skills, and reporting capabilities
