IT Planning & Development Manager position is responsible for governance and planning of information technology systems, applications sourcing and development, network and data security, and managing software development team.

• Lead the applications development team 
• Compile, submit, execute and monitor IT budget 
• Prepare policy documents and procedures
• Coordinate with procurement team and manage purchases and payments 
• Manage subscriptions, licenses, services and maintenance agreements and coordinate with product owners
• Manage life cycle of procurement and projects including gathering requirements from product owners, preparation of requirement documents, RFP/RFQs, and contracts/agreements, coordination between product owners and vendors, keeping track of progress and resources, coordination of testing and acceptance, settling payment and acting as point of contact between product owners and vendors and liaise effectively
• Any ad-hoc tasks assigned by management  

• A Bachelor’s or Master’s Degree in a related field
• Solid working knowledge and experience in IT procurement, policy planning, vendor management and project management, PC hardware and network infrastructure, Windows OS, Mac OS, Google suites, Microsoft 365, Odoo, database
• Minimum 5-year experience in managing IT procurement and project management 
• Fluent in English 
• Must be team-oriented, possess a positive attitude and work well with others
• Strong communication, interpersonal skills and the ability to manage anger
• Ability to communicate effectively with clients and vendors 
• Strong organizing skills, ability to work under pressure and time constraints
