- Bachelor’s degree or above in engineering (e.g., Cost Engineering, Civil Engineering, Construction Economics).

Professional qualification certificates are preferred.

Minimum 3 years of cost/quantity management experience in building or infrastructure projects.

Participated in at least one large-scale complex or public building project over 100,000 m² throughout its full cost management cycle.

Familiar with local Myanmar material prices, labor costs, tax policies, and valuation rules is preferred.

Experience applying FIDIC contract conditions (1999/2017) and handling variation pricing and claims is a strong advantage.

Proficient in BOQ preparation, tender pricing estimation, bidding analysis, cost control, and final account settlement.

Skilled in CAD, cost management software, and Excel for data analysis.

Able to prepare and review all cost-related documents independently.

Strong cost risk awareness and ability to identify key cost-control points and propose cost optimization plans.

Understanding of Mandalay local procurement channels and subcontractor pricing logic; able to negotiate and verify pricing with suppliers independently.

Manage cost control throughout the entire project lifecycle.

Prepare BOQs, cost budgets, and cost control plans.

Track construction changes, complete variation valuations, and ensure cost controllability.

Coordinate with the owner, consultant, and subcontractors on cost issues and provide professional justification.

Organize and review final settlement documents, ensuring timely progress.

Issue regular cost analysis reports to support project decision-making.

Proficiency in Burmese is mandatory, and English fluency (working proficiency) is required.

Able to work on-site, with strong communication, coordination, and stress-handling skills.

Must comply with local laws and project compliance rules; strong professional ethics.
