Job Purpose:

The Fiber Quality Management Engineer is responsible for monitoring, inspecting, and ensuring that all aspects of fiber optic network rollout projects meet technical standards, safety regulations, regulatory directives, and quality benchmarks. The role involves field-based inspection of trenching, ducting, cabling, splicing, and termination work to verify compliance with project specifications and industry standards.

Key Responsibilities:

• Conduct/Manage daily site inspections of fiber rollout activities (Underground and Aerial), including civil works (trenching, ducting, pole erection), manhole/handhole installation and fiber installation (pulling, splicing, termination).
• Manage the outsourced Quality Management (QM) team to ensure timely inspections and validations of field work across all fiber rollout activities, ensuring alignment with project milestones.
• Verify that materials and workmanship comply with engineering designs, construction drawings, and technical standards.
• Ensure compliance with health, safety, and environmental (HSE) regulations on-site.
• Monitor contractor performance and report any deviations or deficiencies.
• Flag and follow up on any corrective actions required to maintain quality and schedule.
• Coordinate with project managers, engineers, contractors and outsourced QM team to resolve issues promptly.
• Review and verify fiber test results (OTDR, Power Meter, Light Source) for compliance with project requirements.
• Witness and validate end-to-end link testing and commissioning processes.
• Maintain detailed Quality Assurance (QA) and Quality Control (QC) documentation, inspection reports, test records, and acceptance report.
• Ensure that As-Built documentation is accurate and complete.
• Document inspection results through reports, photos, and field notes.
• Provide technical guidance and support to field teams and subcontractors regarding quality issues.
• Assist with site handover processes and acceptance testing.
• Coordinate with stakeholders for final inspection and handover of completed sections.
• Support and prepare network acceptance testing and documentation review for sign-off.

Qualifications:

• Diploma or degree in Telecommunications, Civil Engineering, Electrical Engineering, or related field.

Experience:

• Minimum 5 (five) years of experience in fiber optic network rollout or infrastructure inspection.

Key Skillsets (3 - 5 skillsets):

• In-depth knowledge of Fiber Network deployment techniques and standards (e.g., trenching, ducting, pole erection).
• Familiarity with GIS tools, Google Earth/Map tool, fiber test equipment (OTDR, Power Meter), and civil construction practices.
• Strong understanding of health, safety regulations, and regulatory directives in telecom construction.
• Excellent attention to detail and problem-solving skills.

Other requirements

• Ability to work independently in outdoor environments and travel to various project sites across Myanmar.
