A highly creative and experienced Lead Architect to head our internal architectural design department. This is a strategic leadership role responsible for driving the design vision and ensuring design excellence across our portfolio of residential, commercial, and mixed-use developments. You will lead our internal design team, manage external consultants, and ensure that all projects are delivered with the highest standards of design quality, innovation, and commercial viability 1. Design Leadership & Strategy Lead the conceptualization and design development process, translating project briefs into creative, functional, and market-aligned architectural solutions. Design, Design Management & Coordination Manage the master program for the design phase, ensuring on-time delivery of all design packages. Explore and establish design concepts, options and comparison for the value prepositions and execute designs at all design stages in accordance with the requirements. Oversee the appointment and management of specialized design consultants (e.g., MEP, Structural, Landscape). Coordinate with both external and internal consultants to ensure all design deliverables meet the requirements of the brief, are technically accurate, and are constructible. Implement and manage review and approval procedures for all design submissions. 4. Project & Commercial Support Participate in commercial planning, including budgeting, forecasting, and value engineering initiatives to optimize project costs. Support government and authority approval processes, ensuring all designs comply with local building codes and regulations. Provide on-site technical expertise during the construction phase, coordinating responses to contractor queries (RFIs) and verifying works are carried out according to drawings. 5. Process Improvement and Risk Management Identify inefficiencies in design workflows, documentation, or systems and recommend continuous improvement initiatives. Ensure all designs and design processes comply with company policies, local regulations, and international standards. Assess and manage commercial risks associated with project designs. 6. The QS Manager is responsible for leading and managing a team of QS to ensure the delivery of accurate cost estimation, cost control, contract administration, procurement management, and commercial governance across all projects. This role requires strategic leadership, technical expertise, and a deep understanding of construction economics to ensure value for money, efficiency, and transparency in all cost-related processes. The position involves working closely with internal stakeholders, including Project Directors and Managers , Design, MEP, and Finance Departments , as well as external consultants, contractors, and suppliers to ensure effective commercial management throughout the project lifecycle. Essential function 1. Departmental Leadership and Management Provide strategic direction, leadership, and supervision to the Quantity Surveying team to achieve departmental and company objectives. Assist to establish and implement standardized QS policies, procedures, and best practices to ensure consistent quality and compliance. Lead team development through training, mentoring, and performance evaluation to enhance technical competency and professional growth. Foster a positive, collaborative, and accountable team culture within the department. 2. Cost Estimation and Budget Management Oversee and approve detailed project cost estimates, including three-stage Cost Plans , Bills of Quantities , and budget feasibility studies during design and pre-construction phases. Ensure that all cost estimates are comprehensive, accurate, and aligned with project specifications and market conditions. Provide professional advice on cost planning, value engineering, and financial feasibility to support project decision-making. 3. Procurement and Tender Administration Manage the procurement process for subcontractors and suppliers, ensuring fairness, transparency, and compliance with company standards. Review and approve Requests for Proposals (RFPs) , Scopes of Work (SoW) , tender clarifications , price evaluations , and tender recommendation reports . Negotiate and finalize commercial terms with contractors, ensuring contractual clarity and protection of company interests. 4. Contract Administration and Commercial Management Oversee the preparation, review, and administration of all project contracts in accordance with FIDIC , RICS , and company guidelines. Evaluate and approve interim payment applications , variations , claims , Extensions of Time , and final accounts . Provide commercial and contractual guidance to project teams to minimize risks and ensure timely issue resolution. Manage correspondence related to contract matters including notices, letters, and claims documentation. 5. Cost Control and Financial Reporting Implement effective cost control measures and monitor project expenditures against approved budgets. Build and maintain a comprehensive cost database by collecting updated quotations and market rates from local and international vendors. Prepare and present monthly and quarterly commercial reports to management, highlighting cost performance, risks, and opportunities. Collaborate closely with the Finance Department to ensure alignment between contract administration and financial reporting. 6. Process Improvement and Risk Management Identify inefficiencies in QS workflows, documentation, or systems and recommend continuous improvement initiatives. Lead the development of digital tools and standardized templates for estimation, cost tracking, and reporting. Ensure all QS processes comply with company policies, local regulations, and international standards. Assess and manage commercial risks associated with project execution and procurement. 7. The QS Manager (MEP) is responsible for leading and managing all commercial, contractual, and quantity surveying activities related to Mechanical, Electrical, and Plumbing (MEP) works throughout the project lifecycle. The role is accountable for cost planning, budgeting, tendering, procurement, contract administration, payment certification, variation management, and final account settlement to ensure projects are delivered within budget, on schedule, and in compliance with contractual and company requirements. The incumbent provides commercial leadership to the MEP QS team, collaborates with cross-functional departments, and supports strategic decision-making by delivering accurate cost analysis, financial reporting, and risk management throughout all project phases. Essential function Commercial & Cost Management Develop and manage project budgets, cost plans, and cost estimates for MEP works. Prepare, review, and maintain Bills of Quantities (BOQs), cost analyses, and budget forecasts. Monitor project expenditures and implement cost control measures to ensure financial objectives are achieved. Prepare project cash flow forecasts and commercial reports for management review. Ensure compliance with contractual terms, company policies, and statutory requirements. Establish and maintain standard operating procedures (SOPs) for payment certification and contract administration. Project Close-Out Finalize project accounts, including variations, claims, retention releases, warranties, guarantees, and performance bonds. Ensure timely commercial close-out of projects and proper handover of all contractual documentation. Prepare final commercial reports and project cost analyses for management review. Leadership & Coordination Lead, mentor, and supervise the MEP Quantity Surveying team to achieve departmental objectives. Coordinate closely with Project Management, Design, Procurement, Finance, and other internal stakeholders to ensure effective commercial management. Provide professional advice and commercial support to project teams during all project phases. Promote continuous improvement in QS processes, systems, and commercial best practices.
