Job Description

A Good Opportunity for ..

Pacific Hunt Energy’s (PHE) position in Myanmar is currently in the exploration phase, which is an exciting time for the project. The area of operations is remote and local infrastructure is not developed which can lead to logistics challenges. The area is also environmentally sensitive.
PHE is planning to drill and test up to 3 exploration wells in the 2019-2020 PSC-C1 drilling project in the Republic of the Union of Myanmar.

Position Overview and Responsibilities
Reporting to the HSE Lead, a Health, Safety & Environment Officer will play a key role in implementing safety management systems and documentation in support of the operations in the field.

Key Duties - field:
• Implementing and monitoring compliance with PHE and international safety standards
• Monitoring operations activities, with due regard to safety and cost effectiveness. Stopping work if required.
• Preparing daily, weekly and monthly HSE reports together with other documentation such as incident reports accurately and ensuring they are shared duly with all relevant persons
• Notifying PHE management of incidents and accidents as soon as safe to do so
• Carrying out root cause analysis in case of incidents and/or accidents together with HSE Lead
• Supervising HSE-related operations to the standard stipulated by PHE policies and procedures
• Ensuring relevant PPE in correct quantities are available and distributed to those participating at a job. Ensuring the PPE is returned after completing the job.
• Ensuring that correct PPE is worn by those participating at a given job and assisting in the correct use of PPE when required.
• Inspecting used PPE at the end of the day to make sure it is not broken and that it is safe to use next time it is needed.
• Ensuring all relevant permits such as permits to work are in place and legislative requirements are met.
• Liaising with relevant statutory authorities and ensuring PHE is compliant will all applicable OHS laws, rules and regulations with its field operations.
• Auditing operations and processes as necessary to demonstrate compliance with PHE and legislative requirements
• Striving for best-in-class performance and seeking ways to eliminate waste from HSE operations
• Ensuring training and competency requirements are met for PHE and its Contractors. Training relevant persons in HSE matters, and without exception all new employees and contractors.
• Assisting other departments in safe planning of their respective duties
• Holding toolbox and safety meetings daily covering a variety of topics.
• Acting as a Fire Warden and assisting Rig Manager in safe evacuation in case of an emergency
• Maintaining Contractors Issues list. Monitor and review KPIs.
• Communicating with the Drilling Operations Manager and Drilling Supervisor and other personnel as required
• Addressing any safety issues spotted during field and camp operations and stopping work until the task can be continued safely Attending and leading HSE section of pre-tour, pre-job and weekly safety meetings
• Ensuring job hazard analyses and permits to work are prepared accurately and followed thoroughly by the person(s) working on the said task
• Other duties as assigned by management

Job Requirements

• Proven experience as HSE Officer, preferably in oil & gas sector
• In depth knowledge of international safety standards and applicable legislation
• Knowledge of hazardous materials and practices
• Demonstrated leader and capable of working within a multi-disciplinary team.
• Excellent technical knowledge with experience supporting operations in difficult conditions and remote locations.
• Ability to work independently and anticipate requirements.
• Adaptable and flexible.
• Great communication skills with the ability to present and explain health and safety topics in both Myanmar and English languages
• Able to work within tight deadline to deliver superior results.
• Computer literate and knowledgeable about HSE systems.
• Valid first aid training certificate.
• Bachelor’s degree in safety management, engineering or other relevant field is preferred.
