The QS Manager (MEP) is responsible for leading and managing all commercial, contractual, and quantity surveying activities related to Mechanical, Electrical, and Plumbing (MEP) works throughout the project lifecycle. The role is accountable for cost planning, budgeting, tendering, procurement, contract administration, payment certification, variation management, and final account settlement to ensure projects are delivered within budget, on schedule, and in compliance with contractual and company requirements.
The incumbent provides commercial leadership to the MEP QS team, collaborates with cross-functional departments, and supports strategic decision-making by delivering accurate cost analysis, financial reporting, and risk management throughout all project phases.
Essential function
Commercial & Cost Management
- Develop and manage project budgets, cost plans, and cost estimates for MEP works.
- Prepare, review, and maintain Bills of Quantities (BOQs), cost analyses, and budget forecasts.
- Monitor project expenditures and implement cost control measures to ensure financial objectives are achieved.
- Prepare project cash flow forecasts and commercial reports for management review.
- Identify commercial risks and recommend appropriate mitigation strategies.
Tendering & Procurement
- Prepare tender and contract documentation for subcontractors, suppliers, and specialist contractors.
- Coordinate tender invitations, evaluate bids, negotiate commercial terms, and provide award recommendations.
- Obtain market quotations and maintain updated unit rate databases.
- Work closely with the Procurement, Design, and Project teams to ensure timely procurement of local and overseas materials and services.
Contract Administration
- Manage contract administration activities throughout the project lifecycle.
- Review, evaluate, and certify contractors' progress claims, variation orders, extension of time claims, and final accounts.
- Ensure compliance with contractual terms, company policies, and statutory requirements.
- Establish and maintain standard operating procedures (SOPs) for payment certification and contract administration.
Project Close-Out
- Finalize project accounts, including variations, claims, retention releases, warranties, guarantees, and performance bonds.
- Ensure timely commercial close-out of projects and proper handover of all contractual documentation.
- Prepare final commercial reports and project cost analyses for management review.
Leadership & Coordination
- Lead, mentor, and supervise the MEP Quantity Surveying team to achieve departmental objectives.
- Coordinate closely with Project Management, Design, Procurement, Finance, and other internal stakeholders to ensure effective commercial management.
- Provide professional advice and commercial support to project teams during all project phases.
- Promote continuous improvement in QS processes, systems, and commercial best practices.
General Responsibilities
- Maintain accurate and up-to-date commercial records, contracts, and project documentation.
- Ensure compliance with company policies, quality standards, and applicable regulations.
- Prepare weekly and monthly commercial reports as required by management.
