Project Description: This strategic technical assistance (STA) will be complementary to more punctual technical assistance activities funded by AFD. Five priority topics have been identified to exchange on the urban development challenges in cities: (1) Know-how in formulation and preparation of integrated urban projects; (2) Practices on urban mobility; (3) Shaping public spaces for all; (4) Strengthening green city; (5) Strengthening the resilience of urban services in the context of climate change and disaster risk reduction. The main beneficiaries of this STA will be YCDC and YRG, including the recent Yangon Regional Transport Authority (YRTA) which works on transportation planning and projects. Beyond “bilateral” TA for dedicated technical services, the overarching objective is to enhance the transversal (interservices) technical work. In order to make sure that YRG and YCDC teams will become more skilled and professional in exercising their mandate, both outcomes must be strongly interlinked: the STA will have to adopt a collaborative and iterative approach for each task. When on the field, each member of the STA team will be physically based in either YRG or YCDC team, and will refer to the management chain of the two institutions. This should enable that the delivered outputs fit closely the needs and expectations of Myanmar authorities, and are adapted to the local context.

Senior specialist in the field with internationally recognized professional qualification
Master degree or PhD in the related field of urban engineering, civil works, or equivalent educational background
Proven capacities in supporting local authorities in civil works, design, engineering projects General professional experience
At least 7 years of experience, including experience in developing world in the field;
Experiences in design of capacity development plan and implementation of activities, coordination of training activities, HR assessments.
Specific professional experience
Experiences in English
Experiences in civil engineering and municipal project implementation support (from design to commissioning) including public spaces, urban utilities, urban facilities, etc…
Experience in working with local authorities in review of detail design, in helping in sizing and specify the materials, the scope of work to be contracted etc.
Experiences in Asia would be appreciated
