Consultancy – Development of Farmer Association & Organizing Pilot Rubber Farmers Association

Background

We are WWF, one of the world’s leading nature conservation organisations. We have been working for nearly 60 years and have offices in 100 countries, and started the programme in Myanmar in 2014. In Myanmar, as in the rest of South East Asia, rubber plantations have been a major focus of attention on the agricultural sector. On the one hand side, the increased of demand for natural rubber has raised the price of the commodity making it an attractive industrial crop that can be used to improve farmers’ economies. For that reason, and given the economic pressures of the current political situation, farmers surplus is limited and their capacity to improve their livelihood is reduced. However, WWF Myanmar believes that by improving the capacity of the rubber supply chain to coordinate and support its members on best practices, the country can engage with sustainable practices that will both improve the livelihood of the communities as well as the protection of natural resources. This transition is expected to happen thanks to the exposure and engagement that the supply chain can have to Sustainable Natural Rubber (SNR) premium markets.

 

Objective of the consultancy

Overall objective: Evaluation of the relevance of farmer associations for the purpose of environmental protection and improvement of farmer’s livelihoods.

The project is divided into four parts, namely; 1) Analysis of the legal framework for farmer associations in Myanmar; 2) Development of training materials to encourage the creation of farmer associations; 3) Development of a pilot case in the Dawna Tenasserim Landscape to organize a rubber related farmer association; and 4) Design of robust monitoring strategy to evaluate the impact of farmer associations on the environment and on farmers livelihoods.

Scope of work

Whereas the purpose is to evaluate the potential of farmer associations for the improvement of natural resource governance across all the Dawna Tenasserim Landscape (DTL) (i.e. Mon State, Kayin State, and Tanintharyi Region), the scope of this consultancy is focused on rubber farmers. Therefore, the first two parts are relevant for any type of farmers in the region and the two later parts are focused on rubber farmers.
