Job Description

A Good Opportunity for ..

The HSE Manager has responsibility and accountability for PHE’s HSE Management System including the development and implementation of appropriate HSE Policies, Procedures, Standards and Guidelines to effectively manage the business in accordance with international Oil and Gas Industry Standards.

• Perform an HSE Management System Gap Analysis against Oil and Gas Industry Standards.
• Develop an Action Plan to formulate standards, procedures and guidelines aligned with the fundamentals and key operational elements of the IOGP Guideline on HSE Management Systems.
• Review, revise or develop HSE Policies, Standards and Procedures as required.
• Finalize and roll out PHE’s HSE Management System.
• Identify and address requirements for the Drilling and Rig Operations HSE Management systems.
• Visibly demonstrate commitment and personal accountability for the HSE Management Framework and HSE procedures, tools and processes, promote an open and trusting environment and understand how their behaviors impact others. Commitment is demonstrated through active and visible participation.
• Provide technical HSE guidance, support and consultation to directors, manager, supervisors and workers.
• Manage and provide training for the onsite HSE Officers.
• Assist projects and operations in understanding and obtaining government permits and approvals.
• Assist project managers and supervisors with identifying and analyzing HSE hazards and in meeting regulatory and company mandatory requirements.
• Provide guidance and resources to prepare HSE related plans, procedures and documents (i.e. work permits, hazard assessments, specialized training, design reviews, incident analysis reports).
• Evaluate third party service provider bids and their on-the-job work activities both independently and jointly with supervisors to ensure satisfactory HSE performance.
• Write bridging documents between Operator and third party HSE Management Systems.
• Independently performs HSE surveillance of and gives feedback on operations, facilities, equipment and procedures; recommends corrective actions to the Supervisor and/or Manager.
• Immediately stops work when there is imminent or substantial danger to health, safety or the environment, then assists the supervisor and manager resolve the problem.
• Evaluate illnesses and injuries and provide lost time and restricted workday statistics to HSE statistics reporting organizations.
• Conduct independent accident and incident evaluations and assist management in formal incident analyses.
• Participate on Emergency Response teams during drills and during actual incidents.
• Annually review, compile, analyze and interpret data from incidents, near misses, inspections and audits to identify causes of problems, trends and relationships. Uses this analysis to recommend priorities for improvement to supervisors, managers and managing directors.
• Assist with government agency HSE visits, audits or inspections.
• Other tasks as may be directed from time to time by the Rig Operations Manager, Drilling Operations Manager, Country Manager, Managing Director and Board of Directors of PHE.

Job Requirements

• Bachelor or Associate degree from University or College is recommended.
• High School degree or educational equivalent is mandatory.
• Minimum 10 years’ experience in the drilling industry.
• Computer literate in all aspects of MS Office software.
• Medical Certificates and pre-employment/random drug and alcohol screening as required by PHE and local regulations.
• Independent and able to work with minimum supervision.
• Good communication skills and experienced in a multi-cultural environment.
• Team player and leader setting clear plans and expectations.
