The Procurement & Tender Manager will lead the end-to-end sourcing, contracting, and supply chain execution for the renewable energy project. This role is responsible for developing the procurement strategy, managing the full tender lifecycle for all major equipment and EPC packages, and negotiating high-value contracts to secure optimal commercial and technical outcomes. The manager will work closely with engineering, project management, and finance teams to ensure timely delivery of quality materials and services, while mitigating supply chain risks and achieving strict budget and schedule targets.

1. Develop and implement the project's comprehensive procurement strategy, master schedule, and budget for all equipment and contract packages.
2. Lead the entire tender management process, including drafting Request for Proposals (RFPs), prequalifying vendors, managing bidder clarifications, and conducting comprehensive bid evaluations.
3. Prepare, issue, and manage the entire tender process for all major packages, including EPC, renewable energy modules, inverters, mounting structures, and substation equipment.
4. Draft, negotiate, and finalize all major supply, service, and construction contracts, ensuring optimal risk allocation and compliance with project requirements.
5. Proactively manage the project supply chain, mitigating risks related to logistics, customs clearance, on-site delivery, and potential cost escalations.
6. Lead commercial bid evaluations and collaborate closely with the engineering and project management teams to define precise technical requirements and ensure all procured items meet quality, performance, and delivery standards.
7. Build, qualify, and maintain a robust vendor database, fostering strong relationships with key suppliers and contractors in the renewable energy market.
8. Administer contracts post-award, managing variations, payment milestones, and ensuring supplier performance against agreed-upon KPIs and delivery schedules.
9. Implement and manage procurement risk mitigation strategies, including supply chain logistics, currency fluctuations, and geopolitical factors affecting critical equipment.
10. Liaise continuously with the project management and site construction teams to align procurement activities with the project's critical path and installation schedule.
11. Ensure all procurement activities adhere to the company's ethical standards, compliance policies, and relevant local and international regulations.
12. Prepare and present regular procurement reports, including status updates, savings tracking, risk registers, and market intelligence to the project leadership team to support strategic decision-making.

Bachelor’s degree in Engineering, Supply Chain Management, Business, or a related field is required;

Minimum of 5 years of direct procurement, Supply Chain Management and tender management experience as Manager Role within the electrical services sector, especially focused on renewable energy projects.

Proven track record of managing the full procurement lifecycle for utility-scale renewable energy projects, specifically for major equipment packages and EPC contracts.

Deep technical knowledge of renewable energy components and the ability to interpret technical specifications and engineering documentation for procurement purposes.

Expertise in international contract law and standard forms (e.g., FIDIC, NEC), with strong skills in drafting, negotiating, and managing high-value contracts.

Demonstrated ability to perform complex financial and commercial bid analysis, total cost of ownership modeling, and to achieve significant cost savings through strategic negotiations.

Strong leadership and communication skills, capable of managing internal cross-functional teams and building effective, strategic relationships with external suppliers and contractors.
