Job Purpose
To establish and lead the Construction Procurement Department by developing procurement strategies, sourcing local and imported construction materials, evaluating suppliers and subcontractors, negotiating contracts, ensuring timely procurement, controlling project costs, and maintaining quality standards in line with project requirements.
Key Responsibilities
Procurement Strategy
Develop procurement policies, procedures, and SOPs.
Prepare procurement plans aligned with project schedules.
Establish an Approved Vendor List (AVL).
Supplier & Material Sourcing
Source local and international construction materials.
Identify suppliers for Luxury, Classic, and Economy-grade materials.
Conduct market research and cost benchmarking.
Vendor Evaluation
Evaluate suppliers based on:
Quality
Price competitiveness
Delivery capability
Financial stability
After-sales service
Recommend qualified suppliers for BOD approval.
Tender & Contract Management
Manage RFQs, tendering, bid analysis, and negotiations.
Prepare bid comparison reports.
Negotiate and administer supplier and subcontractor contracts.
Cost Control
Work closely with the QS Department to verify BOQs and quantities.
Ensure procurement stays within the approved project budget.
Identify cost-saving opportunities without compromising quality.
Project Coordination
Coordinate with Engineering, QS, Site, and Finance teams.
Ensure materials are delivered according to the construction schedule.
Resolve procurement and supply chain issues promptly.
Import Procurement
Manage procurement of imported construction materials.
Coordinate logistics, shipping, customs clearance, and delivery schedules.
Reporting
Submit procurement status reports to Management and the BOD.
Report supplier performance, procurement savings, and procurement risks.
 

Qualifications
Bachelor's degree in Civil Engineering, Supply Chain Management, Procurement, Construction Management, or a related field.
Professional procurement certification (CIPS or equivalent) is an advantage.
Experience
Minimum 8–10 years of procurement experience in the construction industry.
At least 3–5 years in a managerial role.
Strong knowledge of local and international construction material procurement.
