Mekong Economics Ltd. (MKE): is a leading economic and socio-economic development and commercial consulting firm active in the Greater Mekong sub-region and Asia-Pacific region. With our Head Office in Hanoi (Vietnam), we have expanded business operations to Cambodia, Lao PDR, Myanmar, China, East Timor, Indonesia, and other countries in Southeast Asia. In Yangon, our office is located in No.34, 4th Floor, Ma Po Street, Sanchaung Township, Yangon.

We are currently implementing a seven year project funded by multilateral donors in Myanmar. This project will increase agricultural value added by improving irrigation and strengthening agricultural value chains in three regions of Myanmar's central dry zone (CDZ). It will support the development of district-wide agricultural value chains and the modernization of irrigation systems in Magway district of the Magway region, Shwebo district of the Sagaing region, and Meiktila and Yamethin districts in the Mandalay region during a 7-year implementation period.

Now we are looking for a candidate to fill in the post of local Finance Manager for this project. This position is expected to:

*Prepare together with the Project Director and in close coordination with the Project Manager, the annual work plan and budget, and the budget and financing plan;
*Be responsible for key Project documents such as, the disbursement handbook, the Loan Agreement and the Disbursement Letter;
*Take responsibility for the preparation, review and monitoring of Projects budgets;
*Prepare all withdrawal applications for submission to ADB, and ensure availability of funds for all planned activities. Manage the Projects bank accounts, approve and co- sign all payments;
*Prepare and provide financial reports including the sources and uses of funds statement, incurred expenditures by components, expenditure category and financier, designated account reconciliation statement, fixed asset list, and cash flow forecast etc. for submission to the National Project Steering Committee and ADB (on a semi and annual basis), and maintain and prepare all records for audit;
*Lead the process of contracting the Office of the Auditor General to conduct an independent audit of the annual project accounts, ensuring that annual audits are carried out within the specified timeframe;
*Develop and maintain maintain a system of financial control over all expenditure incurred by implementing partners;Supervise and coordinate the work of staff placed under his/her direct authority;
*Review regularly update the Financial Management Manual of the Project; and
*Undertake any other activities assigned by the Project Director.

Job Requirements

Detail Requirements
*B.Com (DA) or M.Com (CPA) graduate.

*Minimum of 05 years professional experience and must be familiar with Accounting Software and well experiences in Finance Manager role in Development project with Ministries.

*Extensive, demonstrated experience in managing or supporting management of large and diverse teams, preferably as part of internationally-supported projects or programs that work closely with Myanmar government agencies in agricultural development, irrigation and/or similar social sectors; and

*Excellent communication skills in written and spoken English. Evidence of completion of project management training provided by an international agency/entity will be preferable.

*Under the direct supervision of the Project Director, and within the framework of project appraisal reports and loan/grant agreements, responsible for the financial management of the PMU, including accounting, budgeting , financial reporting, internal controls, auditing arrangement, flow of funds and the efficient management of projects resources.
