Job Description

A Big Opportunity for ...

KEY AREAS OF ACCOUNTABILITY :

Since 2010, Save the Children has served as the one of the two Principal Recipients for the Global Fund for AIDS, TB and Malaria (GFATM) grants in Myanmar. The DCOP-PI is responsible for overall planning, management, and execution of the HIV, TB, and malaria activities implemented under the GFATM grant by the 14 NGO partners implementing 24 sub-grants. The DCOP-PI supervises 4 program leads, one for HIV/TB, one for malaria, one for laboratory and one for strategic information and M&E, to ensure timely, high quality and effective delivery of services in compliance with the GFATM-approved workplan and targets. The DCOP-PI will collaborate with other senior members of the GFATM project staff to develop a strong, cohesive team offering technical support and feedback to the implementing partners. The DCOP-PI oversees a team of approximately 19 technical staff and is a member of the PR Senior Management Team (PR-SMT).

Program Planning, and Implementation

  • Responsible for overall planning and management of GFATM program implementation in order to achieve targets in accordance with the approved workplan
  • Provide leadership and technical support to the HIV, TB, and malaria teams in their interactions with the SRs
  • Foster an environment of shared learning and collaboration among all team members, including SRs, and across sectors
  • Provide strong supervision and oversight of staff and conduct requisite performance appraisals
  • Take the lead in maintaining coordination among all relevant actors involved in GFATM in Myanmar, including coordination and effective collaboration among SRs

Technical Quality Assurance

  • Provide technical support across the HIV, TB, and malaria programs to ensure that activities are implemented based on national and international standards
  • Provide guidance and oversight of technical components of the project to ensure implementation that complies with GFATM requirements
  • Support the Program Director in HIV, Malaria and TB Technical Strategy Group (TSG) meetings, and other national forums
  • Provide guidance in designing and conducting technical updates to enhance capacity of program staff and implementing SRs and SSRs for effective implementation of activities.
  • Proactively identify best practices and share among SRs to promote “SR to SR learning” 
  • At the request of the Program Director, engage with appropriate national and international technical assistance providers, including regional and HQ staff as well as consultants for quality service delivery as required.

Strategic Information Management

  • Oversee extensive data analysis and visualization to guide program implementation and strategic direction of the program
  • Provide guidance and technical expertise to troubleshoot or strengthen on issue arisen from the data analysis, including feedback to the implementing partners regarding their performance.
  • Oversee the SC-PR’s portfolio of digital program innovations and provide supports in coordination with the Ministry of Health and Sports, WHO and other technical agencies.
  • Participate actively in national concept note development for HIV, TB and malaria, including the development of appropriate performance frameworks and target setting based on international best practice and  historical performance, with taking into considerations of “value for money”

Collaboration and Partnership

  • Establish and maintain a strong and positive working relationships with the Global Fund, SRs, co-PR UNOPS, relevant UN agencies (WHO, UNAIDS, UNFPA, UNODC, etc.) and bilateral agencies (i.e. USAID, CDC, Dfid, JICA, etc.) as well as Myanmar Government officials
  • Interact regularly and appropriately with national level technical mechanisms, particularly the Myanmar Health Sector Coordinating Committee, Communicable Diseases Executive Working Group (CD Ex WG which is equivalent to the CCM) and the TSGs for HIV, TB and malaria
  • Develop communication mechanisms and schedules to ensure efficient and effective management of information and ensure open communication and coordination among partners and colleagues
  • Represent the HIV, TB, and malaria sectors in all appropriate forums, meetings, workshops, etc. in consultation with the Program Director
  • Establish solid and routine working relations with other units within the PR team (i.e. M&E, Procurement and Supply Management and Finance); with Save’s Myanmar Country Office (i.e. Health, MEAL, Communications, etc.) and with Save the Children US Global Fund technical team including other Save the Children PRs in other countries).

Other

  • Serve as Acting Program Director as requested
  • Represent the SC GFATM team as required
  • Any other tasks as requested by the Program Director

Child Safeguarding Responsibilities

  • Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

Job Requirements

QUALIFICATIONS 

  • MD or Master’s degree in public health or related field
  • Excellent English communication skills, both written and verbal with experience in cross-cultural settings
  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
  • Ability to make decisions, work under pressure on a number of competing tasks and meet deadlines
  • Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals
  • Ability to work successfully in a complex political environment and on sensitive issues
  • Computer skills, specifically with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Willingness to travel to implementation sites for technical monitoring and supervision visits
  • Minimum of 10 years of experience in implementing health sector programs including HIV, TB, and/or malaria, in an international context, at least 5 years of which must be at the senior management (Manager or Director) level
  • Demonstrated NGO experience working on complex, multi-partner projects in an international setting
  • Demonstrated experience in providing technical support to health sector programs in international settings
  • Experience interfacing with senior government health staff in an international setting, as well as UN agencies and international and local organizations
  • Willingness to travel to implementation sites for technical monitoring and supervision visits
  • Excellent people management skills/experience and proven ability to create an environment which encourages team-working
  • Experience working for GFATM projects implementation and/or management a very strong asset
  • Experience in, and/or knowledge of, Myanmar is preferred
