Job Title: HSE Officer (Health, Safety, and Environment Officer)

Department: Health, Safety, and Environment (HSE) / Human Resources

Reports To: HSE Manager / HR Manager / General Manager

Salary: Negotiable

1. Job Summary

The HSE Officer will be responsible for developing, implementing, and monitoring health, safety, and environmental procedures across the company. The ideal candidate will ensure a safe working environment, maintain compliance with occupational health and environmental safety laws, minimize workplace hazards, and foster a strong safety culture within the organization.

2. Key Responsibilities

  • Health & Safety Management:
    • Implement and maintain HSE policies, procedures, and safety guidelines in accordance with company standards and local regulations.
    • Conduct routine safety inspections, site walkthroughs, and hazard identifications across all operational areas.
    • Manage emergency response plans, including fire safety, emergency evacuation procedures, and first aid management.
  • Environmental Management:
    • Monitor waste management, chemical handling, and emission control procedures to ensure minimal environmental impact.
    • Ensure full compliance with environmental laws, standards, and guidelines.
  • Risk Assessment & Incident Investigation:
    • Perform job safety analyses (JSA) and risk assessments for tools, machinery, materials, and processes.
    • Investigate accidents, injuries, and near-miss incidents to identify root causes and implement corrective/preventive action plans.
    • Prepare detailed incident reports and maintain organized safety logs and records.
  • Training & Compliance:
    • Plan and deliver safety orientation for new hires and ongoing HSE training programs (e.g., machine safety, chemical handling, PPE usage, ergonomics).
    • Conduct regular safety awareness campaigns and toolbox talks.
    • Coordinate with regulatory authorities and facilitate internal and external safety audits.
  • PPE & Equipment Maintenance:
    • Assess Personal Protective Equipment (PPE) requirements and enforce strict proper usage among employees.
    • Inspect firefighting equipment, first aid kits, and emergency equipment regularly to ensure operational readiness.

Qualifications & Requirements

  • Education: Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Experience: Minimum 3–5 years of relevant experience as an HSE / Safety Officer, preferably in manufacturing, construction, or industrial operations.
  • Certifications: Professional HSE certifications (such as NEBOSH, OSHA, IOSH, Certified FSM, or First Aid/CPR) are highly advantageous.
  • Knowledge: Sound understanding of local labor laws, national environmental regulations, and international safety standards.
  • Language & Skills: Good command of written and spoken English, proficiency in Microsoft Office applications, and strong reporting skills.

  • Excellent interpersonal and communication skills to train and engage employees at all levels.
  • Ability to work proactively, manage high-stress situations, and respond effectively during emergencies.
