An Excellent Opportunity for ...

The Senior QS Engineer will be responsible for end-to-end quantity surveying and commercial functions, including measurement, BOQ management, tendering, procurement support, subcontract administration, valuations, variation management, claims support, and cost reporting. The role requires strong knowledge of civil works measurement, contractual compliance, and stakeholder coordination across site and office teams.

Key Responsibilities

Cost Management & Budget Control

  • Prepare and manage project budgets, cost plans, and cash flow forecasts aligned with project schedules.

  • Track and report cost-to-complete, cost variance, and earned value metrics (where applicable).

  • Identify cost risks and opportunities; recommend mitigation and value engineering initiatives.

Measurement, BOQ & Estimation

  • Take-off quantities from drawings and specifications; ensure accurate measurement and re-measurement.

  • Prepare, update, and control BOQs, cost breakdown structures, and rate build-ups.

  • Support tender pricing, bid evaluation, and pre/post-contract cost analysis.

Contract Administration

  • Administer contract provisions (e.g., [FIDIC / SIA / JCT / NEC] as applicable): notices, payment terms, variations, EOTs, and contractual correspondence.

  • Maintain contractual records and ensure compliance with procedures for approvals, documentation, and payment certification.

  • Coordinate with Project Manager/Engineer on contract obligations and change control.

Progress Valuations & Payment Certification

  • Prepare and submit interim payment applications/IPC, including measurement of executed work and supporting documents.

  • Evaluate and certify subcontractor interim payments, retention, back charges, and reconciliation of accounts.

  • Prepare final accounts and close-out documentation for clients and subcontractors.

Variations, Claims & Dispute Support

  • Identify, quantify, and price variations; prepare variation orders and support negotiation/settlement.

  • Support claims preparation (additional cost, prolongation, disruption) and respond to client/consultant queries.

  • Assist in EOT substantiation with cost impacts and contemporaneous records.

Procurement & Subcontract Management

  • Support procurement planning, scope definition, and tendering for subcontract packages.

  • Conduct technical/commercial evaluations, negotiation support, and contract award recommendations.

  • Manage subcontract agreements, performance tracking, and commercial reporting.

Reporting & Stakeholder Coordination

  • Produce periodic cost reports and dashboards for management and project teams.

  • Liaise with site engineers, planning, QA/QC, and procurement to verify progress and cost alignment.

  • Participate in commercial meetings with client/consultant and provide clear commercial positions.

Job Requirements

Qualifications & Experience

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.

  • 7–12+ years QS/commercial experience on civil projects (roads/bridges/drainage/earthworks/building substructure, etc.).

  • Strong understanding of measurement standards and project documentation (drawings, specs, method statements).

  • Experience with [FIDIC/other] contract forms preferred.

  • Exposure to both pre-contract and post-contract roles is an advantage.

Skills & Competencies

  • Strong knowledge of civil quantities, rate analysis, and cost control methodologies.

  • Excellent contract administration and commercial negotiation skills.

  • Proficient in MS Excel and quantity take-off/cost tools (e.g., [CostX / PlanSwift / Bluebeam / Candy / CCS]—as applicable).

  • Strong documentation discipline and ability to manage multiple priorities under deadlines.

  • High integrity, attention to detail, and collaborative approach with site teams.
