Overview
The position is responsible for directing and planning, executing the day-to-day operations of staff monthly payroll and company approved benefits programs. The position also provides excellent customer service and quality benefits plans, supervises and monitors benefits administration. The position is responsible for proposed and implements new and revised compensation programs, policies and procedures to be responsive to the company's goals and competitive practices. This position is also responsible for ensuring through audits, legal reports and personal interactions that company compensation programs are consistently administered in compliance with company policies and government regulations.

Duties and Responsibilities
Compensations and Benefits
•Develop and maintain the policy and programs for employee compensation and benefits.
•Manage daily operation of staff attendance, HRIS, staff payroll, SSB, income tax payment, health care, and insurance programs are in line with company policy and country laws.
•Responsible to produce a monthly report for compensation, benefit, and administration.
•Ensure staff payroll and reports are prepared timely, correctly and the practices are in line with company policy and country laws.
•Ensure staff benefits are timely enrolled for new staff and terminated for resigning staff in payroll and benefits programs.
•Ensure all salary and benefits payments are documented and in line with Internal/External audit requirement. Also, ensure benefits files are maintained and benefits database and employee payroll records are updated.
•Responsible to conduct survey industry trends, complete benefits surveys and review information obtained from the results. Analyse complex benefits information and recommend new benefit program or improved existing program.
•Monitor administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration and funding.
•Prepare budgetary recommendations and assist in the monitoring, verifying and reconciling of budgeted funds.
•Leads in yearly salary increment and bonus calculation process and communicate to all staff and process payment in time.
•Manage the vender that involved in payroll and benefit administration.
•Responsible for staff safety.

Employee Contract and personal file
•All staff received an employment contract timely and all EC are registered at the labor office.
•Staff personal files are timely update, well maintain and comply with data security.

Employee Visa and Accommodation
•Ensure all Expatriate employee received the valid visa and stay permit as per local law.
•Responsible to ensure that smooth transaction of the new expatriate employee to Myanmar. This includes the visa and stays permit application process, and accommodation.
•Manage the housing of expatriate employee as per company policy.

Administration
•Manage the office carpool and its daily operations – the system is cost-effective and able to provide the daily demand of car users.
•Effectively manage fuel supply for vehicles pools including vehicle provided to company staff.
•Ensure the office vehicles are well maintained.
•Manage procurement of office stationery, sundry and furniture, and procurement practices are in line with company policy and audit requirements.
•Responsible for yearly budget preparation and management.

Others
•This position manages all employees of Employee Support Service department and is responsible for the performance management and hiring of the employees within the department
•Responsible for Business Continuity Plan for the job function undertaking.
•Any other duty assigned by the supervisor.

Job Requirements

•Bachelor's degree or equivalent in business, human resources or related field,
•Holder of Professional in Human Resource Diploma
•At least 5 - 7 years of experience with payroll systems and related software programs
•Must have a general knowledge of labor laws, employment laws, and HR best practices
•Excellent timekeeping and reliability.
•Excellent written and communication skills including computer literacy.
•Strong interpersonal skill and ability to work as part of the team
•High attention to detail and accuracy
•Self-motivated, enthusiastic and keen to learn. Willing to seek guidance when needed and follow instructions
•Willing to work flexibility and to keep knowledge and skill up to date
